Sagar for time-bound implementation of Rural Dev schemes
25 roads completed, 13 to be completed soon under PM’s Sadak Yojana

JAMMU, FEB 5: Minister for Rural Development and Panchayats, Ali Mohammad Sagar today asked officers to ensure proper implementations of various schemes and completion of the project in time for upliftment of people living in far-flung and remote areas of the State.
The Minister was addressing a review meeting of the Rural Development Department, here today. The meeting was attended by Secretary, Rural Development Department, M. S. Khan, Director Rural Development, Jammu, Additional District Development Commissioners, ACDs and various Project Officers and provincial heads of the executing agencies.
Sagar said that the schemes should be completed within the stipulated time so that the funds sanctioned for these do not get lapsed. “We should also carry out these in a transparent manner and ensure accountability before the targeted population”, the Minister said.
Calling for transparency in implementation of various schemes, the Minister said that proper care should be taken for identification of beneficiaries of various schemes so that the benefit percolates to the genuine and needy persons. “The services of village heads should also be taken for proper identification of the people so that only genuine persons get benefited and the purpose of the scheme is not defeated”, he maintained.
Equating various schemes as a potential substitute for employment, Sagar said we have to pursue these so that employment generation takes place and the same is sustained in the long-term so that the problem of unemployment is addressed. “For us, providing sustainable employment, whether conventional or otherwise to the people living in far-flung areas, is the main objective”, he asserted.
Asking officers to be innovative in forming various project reports, the Minister said these should be need-based and should be prepared after obtaining proper feedback from people living in these areas. He said by doing so, the maximum benefit can be availed by the local populace.
The meeting was informed that under Pradhan Mantri Gram Sadak Yojana (PMGSY), 38 roads (12 under Phase-I and 26 under Phase-II) with an estimated cost of Rs. 4562.25 lakh have been taken up, out of which 25 roads have been completed and the work on remaining 13 roads is in progress and shall be completed by June, 2009.
It was also given out that under IWDP/Haryali Project, 18 projects stand sanctioned with a target area of 1.24 lakh hectares. An amount of Rs. 3653.46 lakh has been transferred to individual panchayats at a uniform rate of Rs. 3.12 lakh for panchayat under 12th Finance Commission. A total of 10,133 works have been approved, out of which 7,952 works have been taken and 2,506 stand completed till January, 2009.
Under Swarnjayanti Gram Swarozgar Yojna (SGSY), Rs. 654.17 lakh have been released, against which Rs. 339.54 lakhs stand utilized and 1239 Swarozgaris stand assisted for economic activities.
The meeting was also informed that Rs. 702.35 lakh have been utilized under Indira Awas Yojna (IAY) and 1145 houses have been constructed against the target of 3954. Under Rural Housing Scheme (RHS), Rs. 30.54 lakh has been incurred for a target of 217 houses. The meeting was also informed that 35 model villages have been completed and the remaining 22 will be completed by March, 2009. Under National Rural Employment Guarantee Act Scheme (NREGA) 30.51 lakh mandays have been generated, the meeting was told.
