Industries to have 80% local workers: Minister

KATHUA, FEBRUARY 06 - Minister for Industries and Commerce, Labour and Employment, Mr. Surjit Singh Slathia, today said that effective inter-department coordination is imperative for timely completion of major projects coming up under Urban Infrastructural Development of Small Scale and Medium Towns (UIDSSMT), Economic Reconstruction Agency (ERA) and other Centrally-sponsored schemes. Besides, officers should come up to the expectations of the common masses by extending the benefits of various schemes down at their doorsteps, he added.
The Minister was speaking at a meeting to review the works being under taken under the Annual Plan in Kathua district.
District Development Commissioner, Kathua, Ms. Mandeep Kaur and senior district officers of various departments were present in the meeting.
Addressing the participants, Mr. Slathia reiterated the resolve of the coalition Government headed by Mr. Omar Abdullah to provide transparent and corruption-free governance to the people. Stating that the Chief Minister has underlined broad roadmap to give boost to industrial growth, he said that golden incentives are being extended to all the big industrial houses of the country for setting up their units in the State. He said that industries would have to employ 80 per cent workforce from local populace which would increase employment opportunities for skilled, semi-skilled and unskilled workers.
The Minister said that field functionaries, which are the basic ingredients of the administration, need to be sensitized to serve the masses better through effective delivery mechanism. He stressed upon them to expedite the works under UIDSSMT to give fillip to small and cottage industries which have ample scope in the district.
Ongoing works under Urban Development, PHE, Roads and Buildings, PDD, NHPC, Education and Industries in the district were discussed threadbare in the meeting.
Ms. Mandeep Kaur apprised the Minister that Rs. 44 crore were approved as annual district plan for Kathua district for the year, 2008-09. Of this, Rs. 37 crore constitute the capital component of which 33 per cent is the share of R&B sector followed by 14.81 per cent under Minor Irrigation, 9.46 per cent Health, 8.76 per cent PHE and 17.02 per cent for Education. Under PWD(R&B), 21.923 km roads were blacktopped, 11.96 km metalled, 16.15 km shingled and 27.35 km road-length was constructed in the current fiscal. Besides this, a bridge is being constructed at Billawar at a cost of Rs. 7.92 crore under Central Road Funding. So far, Rs. 7.25 crore has been expended on the project. ERA has advanced Rs. 360.94 lakh to PDD, PHE and Social Forestry for shifting public utilities from Kalibari-Kathua-Hatli Morh road, where expansion work is going on, the meeting was informed.
Under PHE sector, drinking water is being provided to 487 habitations. Under Education sector against the approved outlay of Rs. 1136.85 lakh including Rs. 500.10 lakh as revenue component, Rs. 107.67 lakh stands incurred, ending January, this year. Under Higher Education, 5 new Degree colleges, including One Women College have been started in the district under PMRP. Under DIC sector, against the approved outlay of Rs. 6 lakh, interest subsidy of Rs. 2.71 lakh stands disbursed in favour of 38 beneficiaries. Besides, under Employment sector, Rs. 47.16 lakh has been released to the Employment department as margin money in 67 cases.
Later, the Minister addressed a mammoth public gathering at Muketrji Chowk, Kathua and listened to the grievances of people.
He also visited Industrial Area Hatli Morh, Kathua and interacted with the Trade Union leaders who apprised the Minister of their grievances.
