| Short assembly session, Vote-on-Account likely | | | Early Times Report JAMMU, FEB 6: As preparations get underway for the upcoming assembly session –the first of the eleventh assembly –the legislators have been asked to list their Questions, Bills and Resolutions before February 14. It is learnt that the assembly session is likely to be of a short duration and the Finance Minister will present Vote on Account instead of a full budget. An official confirmation is, however, yet to be made. The Governor, NN Vohra has summoned the Legislative Assembly session at Jammu on February 25, 2009 at 10 A.M. He will address both the Houses at Central Hall of Legislature building, Jammu, on the same day at 11.30 A.M. After the address, each House of the Legislature will meet separately at the time specified by the Speaker or the Chairman, as the case may be. As per the bulletin issued by Jammu and Kashmir Legislative Assembly Secretariat, Jammu, all the Members of J&K Legislative Assembly have been requested to send not more than five starred and un-starred questions each and five Bills by or before February 14, 2009. They have also been asked to send the Resolutions by or before February 14, 2009. Meanwhile, it is learnt that the coalition government will have to go for vote-on-account for three months rather than a full-fledged annual budget during the legislative session this month. Finance ministry officials said that the formal announcement would be made shortly, as there was little time to prepare the full budget. “The government got into working mode only in mid-January, and secondly, the Model Code of Conduct that is due to come into effect by the first week of March will hamper the process of preparing a full budget.” The officials said Finance Minister Abdul Rahim Rather has begun discussions with representatives of various political parties on this issue. According to convention, the state budget is presented by February-end but former chief minister Ghulam Nabi Azad had advanced it to January “to gain time.”
