NEW DELHI, Nov 23: In a significant move to address the escalating global concern over deepfake threats, Minister for Railways, Communications & Electronics and IT, Ashwini Vaishnaw, led a comprehensive discussion today with representatives from academia, industry bodies, and major social media platforms. The meeting aimed at formulating a robust strategy to counter the propagation of deepfake content, which has been identified as a serious threat to democracy and social institutions worldwide.
The emergence of deepfake technology has raised serious concerns globally, with its potential to undermine democratic processes. The Ministry of Electronics and Information Technology (MeitY) has consistently urged social media intermediaries to exercise diligence in tackling this threat.
Stakeholders, including government bodies, academia, and major social media platforms such as Facebook, X (formerly Twitter), WhatsApp, Telegram, Koo, Snapchat, among others, engaged in a constructive dialogue. The consensus reached was to collaboratively address the challenges posed by deepfake through a joint effort.
During the interaction, it was agreed to identify actionable items within the next 10 days under the following four pillars:
Detection: Developing tools to identify deepfake content pre and post-upload.
Prevention: Establishing effective mechanisms to prevent the dissemination of deepfake content.
Reporting: Implementing an expedited reporting and grievance redressal system.
Awareness: Initiating mass awareness campaigns to educate the public on the dangers of deepfake.
The Ministry of Electronics and Information Technology (MeitY) will promptly commence an exercise to assess and draft necessary regulations to curb the menace of deepfake. Public input will be sought through the MyGov portal, ensuring a comprehensive and inclusive approach to regulation.
A follow-up meeting with relevant stakeholders is scheduled for the first week of December 2023. The objective is to finalize the proposed four-pillared structure, demonstrating the Government of India's unwavering commitment to combat the growing threat of deepfake through technological measures and public awareness initiatives.
