Bhim “shakes conscious” of opposition parties

Jammu, Feb 11- Prof. Bhim Singh, Chairman of JKNPP, who is currently undergoing treatment in All India Institute of Medical Sciences, has expressed deep shock and disappointment on the shameful surrender by the so-called national and state opposition parties to the Congress in the two biennial elections to the Rajya Sabha from Jammu and Kashmir.
Regretting that not a single party had raised any objection to the fraudulent three biennial elections to four Rajya Sabha seats, Prof Sing alleged that the Election Commission has committed a fraud with the people of J&K to please the ruling party in Delhi.
In a statement issued today, Prof Singh said the Panthers Party’s petition in the Supreme Court was not entertained by the Chief Justice on a false ground that court didn’t have any jurisdiction during the electoral process. I had argued strongly that the notification was to be issued on January 27, 2009 whereas writ petition was heard by the Supreme Court of India on January 23, 2009. The Chief Justice followed the dictum of the Election Commission of India which is already torn with internal conflict and disagreements among the Commissioners, Bhim alleged.
‘It is sad and heartening that Congress candidates were allowed to go to Rajya Sabha without any contest. Does it mean that PDP and BJP were a party to this situation? Have they not surrendered to the Congress dictates and benefits? BJP could not even put up their candidate and instead chose an independent lawyer to give an impression that they are contesting the seat’, Prof Singh remarked.
‘It is interesting that Mufti Mohammed Sayeed has rejected the Congress offer to go to Rajya Sabha and, instead, has taken a tricky risk to stay back in the back bench as a spectator in the Legislative Assembly after having served the state as Chief Minister from 2002 to 2005. Shall be stay silent’? he asked.
He said the ruling alliance has managed two Rajya Sabha seats by fraud and because of the shameful surrender by BJP and PDP. The ruling alliance is likely to win one seat which requires 29 votes in the first preference. Second seat in this third biennial election shall create an interesting situation where three parties are contesting, NC and Congress combine on the one hand and PDP and BJP on the other. There is a three tier contest. The BJP proxy candidate has 11 votes; PDP has 21 whereas NC-Congress ruling alliance has 18 including the independent pro-Congress MLAs. The minimum requirement to win this seat is 29 votes. If no one gets 29 then a candidate who receives higher number of votes out of the remaining persons shall win. PDP has 21 and is likely to swallow one independent vote which makes 22. The PDP is likely to snatch five votes from NC defectors and enter the Rajya Sabha, he added.
