2/13/2009 10:49:06 PM

Early Times Report
Jammu, Feb 13–The implementation of ‘Prime Minister’s Employment Generation Programme (PMEGP)’ in the state of Jammu and Kashmir is proved to be boon for people particularly unemployed as it can provide sustenance and livelihood to them.
This was maintained by Director Khadi and Village Industries B R Chouhan in a programme Hello DD.
Speaking on ‘Hello DD’, Chouhan claimed that Prime Minister’s Employment Generation Programme (PMEGP) merging the two schemes Prime Minister’s Rojgar Yojana (PMRY) and Rural Employment Generation Programme (REGP) for generation of employment opportunities got success and good response in the state of Jammu and Kashmir. “The objectives of the programme was to generate employment through setting up ventures, projects, micro-enterprises, to bring together widely dispersed traditional artisans/rural and urban unemployed youth and give them self-employment opportunities at their place, to provide continuous and sustainable employment to a large segment of traditional and prospective artisans and rural and urban unemployed youth so as to help arrest the migration of rural youth to urban areas and to increase the wage earning capacity of artisans and contribute to increase in the growth rate of rural and urban employment”, he informed.
‘In Jammu and Kashmir, Khadi and Village Industries has embarked on a ‘mission’ to generate employment by announcing a loan scheme for the poor people particularly unemployed youth for setting up Khadi units in rural areas’, he told.
The KVI has been provided a loan of Rs 50000- Rs 25 lakh for starting ventures under Prime Minister’s Employment Generation Scheme (PMEGS), B R Chauhan said adding that for unemployed youth we will provide a loan of Rs 5 lacs to set up units.
He said ‘KVI will give 35 per cent subsidy on loan to the physically disabled, SC, ST, Ex-servicemen to open Khadi units while 25 per cent subsidy to general category’.
When he asked about lack of awareness, the Director said “We will launch a massive awareness campaign in whole district so that people particularly at rural areas make aware of the benefit schemes under PMEGP”.
To question about the unemployment in J&K, Chauhan said “We have the problem of unemployment here which we believe can be tackled by such schemes to a great extent”. “In this connection, KVI constitute a team which reached out to them, aware them that here we have many schemes that we can give to the people besides loan so that they could start their business at their own. This will also generate employment in a big way.”
Deliberating upon activities under PMEGP, director said ‘The J&K Khadi and Village Industries Board has setup two Divisional offices, 22 District offices and 8 Sub offices mainly for operational convenience under KVI Programme village industries activities are being implemented in almost all districts of the State which included Woolen Khadi programme (Tweed, Dossa, Ladies and Gents Shawls, Loie, Chader, items like Namda, gabha etc) is the predominate khadi activity in the State. Under Village Industry programme the leading activities implemented in the State are pottery, Cane and Bamboo, bee-keeping, processing of cereals and pulses, fibre, fruits and vegetable processing industry, carpentry and blacksmithy, leather, polymer and Ghani oil.
During a query over failure of various other schemes in far-flung areas of J&K, he said ‘as far as the Khadi and Village Industry is concern, we have the team constituted to check that the schemes should be reached to the people directly, and I advised people to be-aware middlemen and should come up directly to the department to take benefit under this scheme’.
The programme Hello DD was anchored by Adharsh Pal Gupta, Journalist and produced by Dr Nazir Ahmed.
