Zulfikar demands HDC for Rajouri-Poonch

JAMMU, Feb 14: MLA Darhal and PDP leader ChowdharyZulfikar Ali (Advocate) has demanded creation of Hill Development Council for Rajouri-Poonch Region of the State in view of its locational disadvantage because on one side of it is Line of Actual control and on the other side of it s Pir Panchal Range. The region mostly comprises of mountainous and terrible hills, rough and kacha paths, under developed and neglected areas, St, backward and poor people, etc. The people of the area have no source of income except small quantity of agriculture produce from their diminutive pieces of lands.
The people of this region have seen so many ups and downs for last over so many decades. They have faced the most unfortunate period of three Indo-Pak wars of 1947, 1965 and 1971which ruined them and their families. Due to these wars most of the population of this region was uprooted and lost their movable and immovable properties besides loss of human lives. Just the wounds of these wars were yet not healed when the menace of militancy erupted in the twin districts of Rajouri and Poonch in early nineties as a result of which there remains a war like situation in the region and unfortunately these twin districts became the infiltration hub for the militants from across the LOC. Due to the militancy numerous precious human lives were done to death. They have not even spared the women and children,
As a result of all these incidents the people of this region became migrants, homeless and socially/educationally backward. In order to give a fillip and impetus to their backwardness for which the public of Rajouri-Poonch has suffered after Independence, this region deserves and is fit to be given the status of Hill Development Council on the analogy of Leh and Kargil Districts of the Jammu and Kashmir State.
The region has a distinguished cultural, linguistic and socio-economic condition as compared to other regions of the State. The people of this region have the same problems for which the people of Leh and Kargil of the J&K State are facing. 70 % of the area is still un-electrified, 50 % is without proper drinking water facility, medicare facility is equal to negligible, the educational system is worse an most of the area is without road connectivity.
Choudhary Zulfikar Ali also demands construction of Mini Hydro Electric Power Projects in the regions. Since the natural resources of water is available in abundance and streams are so sloppy that Mini Hydro Electric Powe r Projects can be established at various points and in different streams of the region. If the power projects are established in the region this will not onlyu meet the requirement of electricity but will also provide employment to the local youth and make the people self reliant
