| Respect for human rights must: Kapur | | | Early Times Report JAMMU, FEB 14: The Chief Secretary, SS Kapur has said that human rights are the inalienable rights guaranteed by the Constitution to its citizens and any violation of these rights tantamount to their denial which, in turn, not only creates strife in the society but also develops a sense of alienation and insecurity. He said this while addressing officers during the valedictory function on “Human Rights and Ethical Issues” in administration, organized by J&K IMPA, here today. Expressing concern over the prevailing human rights situation, Mr. Kapur said that the human rights are imperative for creating peaceful world order, adding the strength of a nation is gauged by the level to which the same are extended to its citizens. He said nations where human rights’ institutions are strong, rapid development is witnessed in every aspect of life. Referring to the peace-loving nature of man, Mr. Kapur said he aspires to live with dignity and respect, adding that when the same is denied to him, he becomes vulnerable to other means. Describing human being as the highest creation of God, the Chief Secretary stressed on respecting the human values in all circumstances, irrespective of caste, creed or colour. However, he said that the world has changed a lot and now we have a black president in USA which is a good sign for the world at large. Stressing on the rights of minorities, the Chief Secretary said their rights should be safeguarded by all means to ensure unity and integrity of the country. He said discrimination vis-à-vis religion leads to tension, adding that proper care in respect of education and other amenities towards monitories should be taken proper care of. Referring to the backward areas of J&K where the quality education is yet to reach, he said that ways and means have to be explored to provide quality education so that young children living there are also benefited. He urged upon the officers to enhance their capacity of public dealing and imbibe ethical values so that a common man feels secure. He also asked the officers to enquire beforehand the basic demands of the people and advised them for putting their heart and mind together to serve the needy. He wished them good luck and also told them to concentrate on the issues they learnt during the training programme. Later, the Chief Secretary distributed certificates among the participants and interacted with them. Earlier, Director General, IMPA, Mr. Mohammad Iqbal Khanday welcomed the Chief Guest and said the officers of various departments including police, judiciary, animal husbandry, horticulture and higher education participated in the programme. He also threw some light on aspects of good governance in the State. Course Director, Dr. Sunita Zalpuri presented vote of thanks. |
