| …but Pak alone cannot fight terrorism | | | Nirbhay Jammual
Though Pakistan has registered a case against Ajmal Amir Kasab and 13 others in connection with the terrorist strike in Mumbai,it has taken about three months for Islamabad to accept that the plan of carrying out terrorist attack in Mumbai had been prepared in Karachi fromwhere militants had come in two boats to India's commercial centre.Indications are that Pakistan has taken the most hard and difficult step by filing a case against those terrorists who were involved in Mumbai attack under tremendous pressure from the international community,especially the US Government.Pakistan swung into action when Obama sent veiled threats to Islamabad that he would be forced to cut military and economic aid in case it did not take measures for containing terrorists.Not only this Pakistan has announced to cooperate with India in investigating the Mumbai incident.It has asked Delhi to furnish other details about the probe it has carried out in Mumbai.
But neither the US administration nor Delhi should expect Islamabad to perform miracles as far as containing the activities of terrorists are concerned.Pakistan has taken some steps which has brought down infiltration rate to zero level during the last three months.With check on infiltration the security scenario in Jammu and Kashmir has registered a marked improvement.Atleast credit should be given to Pakistan for having initiated measures for containing the activities of terrorists even if these steps have been taken under US pressure.One needs to realise that Pakistan Government is under pressure from various agencies,including the ISI,a section of the Army and several extremists and terrorist groups.Over the years Pakistani agencies backed outfits like the Talibans,the Al Qaeda and Lashkar-i-Toiba.It was the first country in the world to grant recognition to the Taliban Government in Afghanistan.And if Islamabad has preferred to move slowly against the terrorists it is not wrong.The picture of Afghanistan is in front of its eyes.Despite US action against the Talibans Afghanistan is yet to be free from terrorism.It was just two days back that the Talibans attacked several vital Government buildings in Kabul in which more than 27 people were killed and several wounded.Talibans even used suicide bombers for attacking Government offices.This indicates that heavy strafing by the US war planes had not wiped out Taliban backed terrorism in Afghanistan.If it is so how can one expect a weak Government of a small country like Pakistan to wipe out terrorists from the country ?
Every action by Islamabad is greeted with strong reaction from the extremists.It is now the turn of Lashkar-i-Toiba to issue threats to Pakistan Government if it cooperated with India.The policies adopted by successive Governments in Islamabad since the time Gen.Ziaul Haq have encouraged all types of terrorists and extremists to carve out safe sanctuaries in Pakistan.The US President has said that Pakistan "is a haven" for terrorists and wants Islamabad to move fast for ending the menace of terrorism.One would have wished the US Government to cooperate with the establishment in Islamabad so that multidimensional operations against terrorists were launched.But the way the American strikes failed to end the menace of Talibans in Afghanistan may force Pakistan to review its policies on terrorism. |
