Early Times Report
JAMMU, Dec 26: A high-level delegation, led by the distinguished leader Ganesh Khajuria, Chairman of the Jammu Kashmir Teachers Forum (JKTF), convened a meeting today with Rajeev Rai Bhatnagar, Hon'ble Advisor to LT. Governor J&K U.T. The purpose of the meeting was to address pressing issues and long-pending demands concerning the teaching community and the welfare of students in Government Schools of Jammu and Kashmir U.T.
During the comprehensive discussion, the following key points were deliberated upon:
The delegation highlighted the prolonged delay in the adjustment of Headmasters promoted as per order no. DSEJ/GAZ/4497-4507, dated 15-02-2023. The Forum urged for expedited issuance of adjustment orders to fill approximately 700 Headmasters' vacancies.
The urgent need to fill vacancies for Principals, Zonal Education Officers (ZEOs), and Lecturers, with a particular emphasis on the 3000 vacant positions for Lecturers, was stressed.
The delegation emphasized the pending DPC (Departmental Promotion Committee) for the promotion of Teachers to Masters grade in Jammu, crucial for addressing staff shortages in rural and hilly areas.
The Forum advocated for the promotion and regularization of PG Masters/Teachers who acquired their degrees through Distance/Correspondence modes, aligning with SRO 940-Edu of 2017.
While acknowledging recent progress in the transfer of teachers recruited under the RET scheme, the Forum urged for a comprehensive Transfer Policy covering all teachers, especially on grounds of marriage and health for female teachers.
The delegation proposed identifying frozen vacancies of Non-Gazetted Staff and transitioning Grade-II and Grade-III teachers to substantive posts.
The Forum called for bringing teachers in Jammu and Kashmir UT at par with teachers in other UTs in terms of salary, allowances, grade, and other emoluments.
Request for the enhancement of medical allowances, considering the static nature of allowances over an extended period.
Urgent updation of final seniority lists for different PG subjects was highlighted.
The delegation urged the implementation of running grades for Officers of the School Education Department.
The need to promptly address shortages of ministerial staff in High Schools, Higher Secondaries, ZEO, and CEO offices was emphasized.
A call to remove pay disparities for Masters in the pre-revised pay scale and align with the 7th CPC.
Request for Leave Encashment/Earned Leave in line with KVs, JNVs, and Central Govt. schools for School Education Department employees.
