Early Times Report

Jammu, Dec 28: In a recent joint statement, leaders of the Kashmiri Displaced People (KDP) Wing of the Democratic Progressive Azad Party (DPAP) in Jammu and Kashmir, through President Sh. Sanjay Dhar, Chairman Piaray Lal Pandita, Vice President Roop Krishen Koul, General Secretary Raj Kumar Ticku, Mahila President Daizy Dhar, Mahila Secretary Renu Razdan, Youth President Naveen Gosani, and Women’s Youth Wing President Shikha Koul, have articulated their demands:
The leaders call for a review of the recommendations put forth by the Departmental Parliamentary Committee on Home Affairs (137th report) for the rehabilitation of J&K migrants, as presented to the Rajya Sabha on 13-02-2009.
Specific attention is drawn to the declaration of minority status for Kashmiri Hindus and inclusion in the NHRC and Minority Commission of India. They urge the implementation of facilities provided under Govt order No. Rev/MR/141 of 2009, dated 26.10.2009.
The leaders stress the need for a concrete permanent rehabilitation policy for the displaced Hindu community, particularly those displaced after 1990.
They highlight the intolerable 33-year exile in their own state and call for confidence-building measures.
A demand is made for the appointment of a Review Committee, comprising top authorities and exiled individuals, for on-the-spot assessment of the displaced people’s situation. The objective is to prevent de-identification of the Valley Kashmiri Hindus and preserve the generation of Kashyap Reshi.
The leaders propose the establishment of two Kashmir-based police battalions, comprising displaced or valley-living low-educated youth, as a confidence-building measure.
This move is seen as an effort to attract displaced community youth to the Valley and address unemployment issues.
Until a resettlement back policy is formulated, the leaders emphasize the need for the displaced community to be adopted financially, educationally, economically, and socially.
This aligns with constitutional rights and NHRC directions.
