Notifications issued for LC polls

Jammu: Election process 11 seats of State's Upper House was set into motion when four notifications including one each for three by-election seats and one for the eight biennial elections were issued by the returning officer on Monday.
Secretary State Assembly, Muhammad Ramzan who is the returning officer for the Legislative Council, issued the notification this morning.
While February 24 has been set as the last date for filing of nominations, the scrutiny of papers will begin on the next day.
The last date for the withdrawal of nominations is February 27 for the elections being held on March 7 albeit if necessary. Counting of votes will also be held on the same day. The polling is scheduled from 9 am to 4 pm and the counting will begin at 5 pm.
Three vacancies for which by-election are being held were caused with the election of two MLC's- Sakina Itoo of National Conference and Syed Basharat Ahmad Bukhari of Peoples Democratic Party being elected to the lower house while as Ashok Sharma of the Congress faced disqualification.
Candidates, who will be elected against these seats, will only get remaining term of the trio, which is two years.
Nizam-ud-Din Bhat of the PDP has also become member of the lower house from Bandipore but he was elected to Upper House from Local Bodies, Kashmir. The candidate who gets elected from Local Bodies, Kashmir will have four years, the remaining term of Bhat. Another MLC—Rafi Ahmad Mir—who made it to the lower house was in Nominated category. Although he has resigned as MLC before taking the oath to legislative assembly, his term was expiring in March.
Eight vacancies for biennial election arose after retirement of Ved Mahajan of PDP, Amrit Malhotra, Lal Muhammad Sabir and Choudhary Bashir Naz, congressmen from Jammu region, P Namgayal form Leh, Nasarullah of Kargil, Ali Muhammad Sofi and Billal Ahmad Lodhi from Kashmir division.
Four Nominated MLAs, Gulchain Singh Charak, Perduman Singh, Ghulam Nabi Lone Hanjoora, Legislative Council Chairman and Muhammad Sultan Panditpuri are retiring next month.
Meanwhile, sources told PBI that election will be held through secret ballot under the State Representation of People's Act unlike open ballot system used for first time in the State under Central RPA for Rajya Sabha polls that saw coalition candidates making a clean sweep.
