SKPA organizes special lecture on Disaster Management

UDHAMPUR, FEB-17:-Sher-i-Kashmir Police Academy (SKPA), Udhampur organized a special guest lecture by District Development Commissioner, Udhampur, Mr. Ajay Khajuria on Disaster Management titled “ Preparedness Strategies : Incident Command System (ICS) for the District Administration” at the lecture hall of the Academy during 3-day course on “ Inspection and Supervision”, here on Tuesday.
Director SKPA Udhampur, Mr. Navin Agarwal, DIG Udhampur-Reasi Range, Mr. Alok Puri, SSP Udhampur, Mr. Surinder Gupta and Assistant Director, SKPA, Ravinder Singh were also present on the occasion.
As many as 20 Gazetted ranks of J&K Police including SSPs, SPs and Dy. SPs are participating in the 3-day long course on Inspection and Supervision being organized by SKPA, Udhampur.
Speaking on the occasion, Mr. Khajuria dwelt on various aspects required for effective management of natural and man made disasters and under lined the shift in approach to a prolaitive focus also on prevention, preparedness, reduction, mitigation and quick responses besides relief and rehabilitation in willing with disasters, world wide.
Citing various examples of disasters occurring in the world the DDC said that Asian region has emerged as being especially vulnerable to disasters as most natural disaster which claimed One Lac lives or more over the last half century occurred in the Asian region.
Elaborating further, Mr. Khajuria said that main causes behind such calamities were believed to be rapid population growth, unplanned settlements, unsafe building practices, erratic climatic conditions due to environmental imbalances and terrorism. .Besides J&K State is especially prone to earthquakes as it falls in seismic zone V and IV and parts of the State are vulnerable to floods, landslides, avalanches, cloud bursts, snow tsunamis, terrorism and road accidents for which Incident Command System (ICS) was the need of hour to define and coordinate responsibilities and functions during complex eventualities.
Keeping in view the onslaught of such disasters in India, a National Disaster Framework incorporating institutional mechanism and implementation strategies has been drawn up at National, State and District levels, the DDC said and added that at District Level, the District Disaster Management Authority(DDMA) is empowered to take all decisions in respect of prevention, preparedness, relief and rehabilitation. He spelled out the salient features of the incident command system(ICS) and how effords were being made to structure the response mechanism in to the organizational set up of DDMA based on the ICS model for effective disaster management.
Director, SKPA apprised that two companies of the Police are being trained in Disaster Management each for Jammu and Kashmir Divisions and efforts are being made to train more and more police officials in this direction.
During panel discussion, participants raised many queries before the panelists like measure to tackle road accidents on National Highway, involvement of locals in Disaster Management, deployment of cranes on vantage points for prompt rescue operations, protection of accidental prone locations etc.
