| Central varsities bill in LS | | |
New Delhi, Feb 17: A bill to set up 12 Central universities in as many states and conversion of some existing universities to the same status was introduced in Lok Sabha today. The Central Universities Bill, 2009 aims at creating one new Central university each in Bihar, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Orissa, Punjab, Rajasthan and Tamil Nadu. It also seeks to convert Guru Ghasidas Vishwavidyalaya in Chhattisgarh, Harisingh Gour Vishwavidyalaya in Madhya Pradesh and Hemvati Nandan Bahuguna University in Uttarakhand into Central universities. Minister of State for HRD D Purandeshwari introduced the bill saying it was earlier introduced in October last year and referred to the Standing Committee, which submitted 15 recommendations in December of which seven were accepted. Since there was an urgency to implement the measure well before the next academic session and the House was not in session, an ordinance was promulgated on January 15, she said. Purandeshwari's withdrawal of the 2008 version of the bill was opposed by CPI(M)'s Varkala Radhakrishnan who said "if at all an emergency situation existed, it was due to the Executive (government)". He charged the government with "making it a practice of converting the Legislature a rubber stamp of the Executive."
