Jammu, Feb18- The number of incidents pertaining to militancy related violence has declined from 5946 in 1995 to 708 in 2008. During the last two months the number of such incidents has been less than 20. Official sources said that during the last two months there were just 15 incidents of grenade, IED explosions but no incident of rocket attacks. They said that the overall security scenario had started witnessing improvement after the formation of the Government by the National Conference in 1996. According to police sources, further improvement was registered when the PDP led Government took over in 2002.They said that the healing touch policy adopted by Mufti Mohammed Sayeed had been instrumental in setting the stage for India-Pakistan dialogue. As a result of opening of two border routes for trade and travel, the veil of mistrust between the two sides had started thinning. The sources said that post-Mumbai events had built tremendous pressure on Pakistan with the result it had its direct bearing on the level of infiltration. Government reports indicate that during the last two months there has been no incident regarding ingress bids made by militants. In 2008 there were 126 infiltration incidents against 597 in 2005.Better border management by the Indian troops is also responsible for bringing the infiltration level to zero.
