| Panthers to seek amendment to section 47 and 48 to State Constitution | | | Early Times Report
Jammu, Feb 20-The budget session of the Jammu and Kashmir legislature, beginning from February 25, is likely to be going very stormy after the PDP and the Panthers Party, besides the BJP, have started planning for cornering the NC-Congress coalition Government. The Panthers Party has already sent notice of a bill which it intends to move. The proposed move is aimed at seeking amendment to section 47 and 48 of the state constitution. Stating this, leader of the Panthers Party in the Assembly, Harsh Dev Singh said,” the purpose of the bill for amending the constitution was to lift the embargo on setting up fresh delimitation commission." He said that under the existing provisions of the constitution, delimitation commission cannot be set up before 20226.He said his proposed move was meant to secure support of the House for increasing the number of Assembly seats. In reply to a question, Harsh Dev said that "I have proposed increasing the seats in the Assembly from the existing 111 to 140, which includes 24 seats reserved for Pakistan occupied Kashmir. When asked whether he supported parity of seats between Kashmir valley and the Jammu region, the Panthers Party leader said "in fact I wish the Jammu region to have more seats than the valley because of more population and areas." Harsh Dev said that another purpose of his bill was to seek House support for readjustment of the Assembly borders in order to rectify imbalances. Since the Congress had promised delimitation in its poll manifesto it would be seen whether the party, that shares power with the National Conference, will support the bill or not. One thing is clear that if the NC and the Congress together support the bill the section 47 and 48 could be amended.
