TMU: A University in making caught up in red-tapism

Jammu, Feb 20: Despite political nod, bureaucratic red-tapism is holding back a University that could have transformed Jammu and Kashmir with the backing of religious values and outlook of modern education and training involving science and technology, management and commerce.
Poised to become the first private sector varsity in Jammu and Kashmir a proposal to set up Transworld Muslim University (TMU) has been in pipelines for years and its promoters have already put in place all that is required but the problem of its coming into being lies somewhere else. There is an invisible bureaucratic hurdle which is not even taking into account an express direction of the Chief Minister which says, “prepare the Ordinance and put up”.
Promoted by a non-political, purely and religious and philanthropic organisation, Jamiat Ahli Hadith, the proposed TMU has drawn out a curriculum that can help decoding Islamic values in sync with scientific temperaments and educational requirements of the present day world. Among the faculties conceived by the TMU are: Islamic Shariah and Islamic Economics, Business Management, Farm Management, Architecture, Law and Islamic Jurisprudence, Applied Sciences etc
Establishment of a University requires passing of an Act by the state legislature. A private member’s bill to this effect was presented in the state legislative assembly by Mir Saifullah of National Conference last year. The government of the time was impressed by the key features of TMU and therefore a commitment was made on the floor of the House that the government will come with a bill at its own. In view of ruckus in the assembly last January that led to its adjournment sine die the Bill could not come up.
Despite political uncertainty the promoters continues to push the issue and an Ordinance was the only way out which needed approval of the Law Minister and the Chief Minister before reference to the Governor. The Organization made a representation to the then Law Minister, Muzaffar Hussain Baig, also the Deputy Chief Minister, who recorded in his comments: “this is a commitment of the CM. Law Deptt would process the Ordinance if so desired”. The file was then moved to the Chief Minister who said: “prepare the Ordinance and put up”.
Despite this promptness from the political leadership the Ordinance could not come till fall of the PDP-Congress coalition government. The papers of the proposed Bill are in both the Departments, the Law Department and the Higher Education Department. As a matter of normal procedure, the concerned Departments expected to have processed the Ordinance and got it approved, but they just left the subject matter unattended, notwithstanding the fact that the proposal was designed for huge public interest to ameliorate the common lot and generate employment potential and economic development.
The promoters are waiting in wings with all their preparations but the only impediment is the passage of an Act. The papers are now in Higher Education and Law Department. As soon as the Act is passed, the Organization would take up the job on war footing”, said its spokesman.
As it comes out from its papers, the TM University would be distinct in character, because it would be an Entrepreneurship University, which means that the degrees in this University would be conferred only after the degree holder has undergone the practical training besides the black board academic education - which would mean self employment generation- besides it would open out new vistas of economic development.
It may be mentioned here that the Jamiat Ahli Hadith, Jammu and Kashmir is a non-political Organization, registered as far back in 1958 as a society. It has its own Constitution with a five tier Organizational set up - Unit – Halqa – Tehsil – District – State. With its functional offices in every nook and corner of the State, the Organization has a total membership of around 15 lakh people with more than 600 mosques and 125 schools of different levels, under their management.
The Organization has two registered Trusts – Salfia Muslim Educational & Research Trust and Wakf Tanzeem Trust – former looking after educational programmes and the later one management of Mosques. The Organization has an official organ “Muslim” which has its circulation through out the length and breadth of the State. Besides the Organization is ideologically affiliated to Jamiat Ahli Hadith, Hind and its State level Jamiats all over the Country.
The Arabic College of the Organization is also affiliated to two leading Universities of Kingdom of Saudi Arabia. Yet another facility that we have provided is a Women School at Bemina where grown up Muslim Girls are given religious education, besides the conventional education.
Of late, besides its inherent obligation and duty to promote and propagate Quran and Sunnah, the Organization has widened its manifesto to include social service to mankind in its priorities regardless of shade, color or sect . Both long term and short term strategies have been envisaged - Establishment of a Hi-tech and sophisticated Diagnostic Centre as a short term programme and the full fledged Transworld Muslim University as a long term.
The University has already procured latest Machinery and Equipment and placed it in position in the Diagnostic Centre established at Barbarshah, Srinagar and thrown open for service to general public in January this year. Every day hundreds of people of different shades are availing the said facilities there.
