‘With hiked pay scales, I expect more
work from you’: Omar to employees

Poonch, Feb 22: Chief Minister Omar Abdullah today told the officer and employees of the state government that with revised and hiked scales of pay (as promised to begin by July) he expected more work and dedication from them.
Asking officers not to link development issues with politics, the Chief Minister said the performance of the officers would be judged by the quality of delivery and public service, adding that the Government has accepted the demands of the employees regarding the implementation of the 6th Pay Commission and expected them to work harder to improve the delivery system. "It was now their duty to be more productive and responsive to the public demands", he told a meeting of officers in Poonch today.
The Chief Minister has made visits to far-flung and remote areas of the State mandatory for all Heads of the Departments so that they get firsthand knowledge of the people's immediate needs and prepare plans accordingly.
The Chief Minister said the administrative and bureaucratic leadership have to work in tandem to reach out to the people and ensure better service. He said in translating the development agenda of the Government into reality, the administration has a key role to play and it has to come up to the expectations of the people.
Describing Government functionaries as agents of socio-economic change and catalysts in the process of development, the Chief Minister also stressed on them to remain apolitical. "You should deliver apolitically and to the best of your ability", he added.
The Chief Minister also asked the District Development Commissioner, Poonch to prepare status paper of works, their financial and physical position and liabilities, if any.
Later, presenting a detailed resume of the physical and financial achievements under the District Plan, the District Development Commissioner, Mr. Mohammad Afzal said that out of the revised annual plan of Rs. 49.48 crore for the year 2008-09, about Rs. 25 crore have been spent till February 15, 2009.
The DDC said that under the Education sector, out of Rs.13.92 crore, Rs.9.40 crore have been utilized till January, 2009. He said that one high school, two higher secondary schools and one middle school building are under currently construction.
It was stated that Rs. 3.81 crore have been spent in the R&B sector this year and 1.30 km road length has been blacktopped, 1.10 shingled and 0.70 km metalled, besides 3.75 made fair-weather. Two bridges have also been constructed under the District Plan.
