Jammu, Feb 22: Large scale transfers at various levels of Civil Administration and Police are expected in next few days as the government intends to make the necessary adjustments in all departments before the Election Commission of India sounds poll bugle. Over three dozen posts at the senior and middle level of the bureaucracy are running vacant for a couple of months now and the priority is to man these posts with new officers, said the sources. In last cabinet meeting the government had left many posts unattended and additional charges were given to many officers which is now being given a fresh consideration. Most of the transfers and postings expected in next few days are at the departmental level and not necessarily through the cabinet. The urgency of making these transfers and postings is the forthcoming Lok Sabha elections as the Model Code of Conduct is likely to come into force in next two weeks. Meanwhile, the Election Commission of India, EC has directed all the Chief Secretaries and the DGPs of states to transfer forthwith all officials posted at one place for over three years or deputed in their home districts and sought a compliance report by February 28. The directions have come after the EC is planning to hold a series of meetings to announce the final dates for conducting the Lok Sabha elections in the country. IThe Election Commission has scheduled a series of meetings including one with the Union Home Secretary this week in Delhi before declaring the poll dates. The three-member Commission will hold discussions with Home Secretary Madhukar Gupta on the law and order situation across the country and availability of Central paramilitary forces to ensure free and fair polls. Interestingly, the meeting with the Home Secretary, the second in a fortnight, assumes significance as sizable number of security personnel would be needed to meet the demand of political parties of holding the polls in minimum number of phases. Chief Election Commissioner N Gopalaswami and other two Election Commissioners Navin Chawla and S Y Quraishi will also meet Telecom Secretary Monday to augment communication network, a crucial input for the better election management, an EC official disclosed to PBI. The countdown for the Lok Sabha polls has already begun with the EC meeting leaders of political parties, followed by a meeting with Chief Electoral Officers (CEOs) as part of efforts to gear up for the general elections likely in April-May.
