Omar Abdullah said on December 29 that since he will not take to corrupt means , so when in Chief Minister’s chair he would not allow others to corrupt the public property / funds. Political reputations have gone so untrustworthy these days that many people at their inner hearts might not have taken that seriously Omar claiming his self as Mr. Clean.? On the issue of punishing the corrupt of the past times , even CM’s own friends and majority of party men will not cooperate with him. Even Dr. Farooq Abdullah, the son of a tall leader like Sheikh Abdullah, could not manage ministerial teams of quality as were designed by Sheikh in 1975. But, In case Omar declares that he would associate only with honest politicians and bureaucrats then I doubt he would have “eleven” in his team. So forget the past and give atleast a clean administration in coming times. This would save both money and time. Omar is young. He could afford take unpleasant actions and even risk his government. Will He ????? , will have to be seen. No doubt he is to be given some time to work with both at the level of Government as well as at the level of National Conference. If he proves his concern for the common man , he would be installed again.
Some people around the NC leaders would like to impress that development through building culverts, bridges, drains, etc would help in controlling violence and separatist elements in J&K. Where as so far such works have been corrupted and have only caused frustration to the poor masses. Merciless drain of developmental funds/ GOI grants and loans (including World bank/ Asian Development Bank) in the name of fast track execution need be checked and high level investigation be ordered . This will help to gain the confidence of the masses. Even the welfare programme funds have been corrupted the most
Omar Abdullah has a huge list of past mistakes ( Ofcourse many of others ) to be corrected. Toughest jobs would be stimulating the economy & revenue collection and creating realistic jobs ( not like low paid frustrating jobs like rehbar e taleem , rehbar e zearat , Rahbar e tameer). Where ever the job has to continue no appointment should be made under programmes like RET / REZ and if at all made wage level should not be less than Rs.7500 per month or minimum of basic pay plus DA of a graded teacher in education department. Present system is causing frustration to the unemployed youth as well as is of no effective use to the poor rural children , villagers and farmers..
Nothing has remained “ undelivered” by Mother CORRUPTION, may it be in trade, may it be in even in judiciary ( a PIL filed by a TV reporter VIJAY SHEKHAR who allegedly paid Rs. 40000 to advocates Iqbal Katia, Narendra Chowdhary, and Harish Bhawaniwala for issuance of the arrest warrants by magistrate Brahm Bhatt against the names of President of India ). “ We should be thankful to mother corruption as otherwise without her blessings no train will run, no file will move, no politician will win election...” was remarked by professor of sociology.
As per reports over 50% of the complaints received by the J&K State Vigilance Organization are related to Revenue, Education, Police, PHE, Rural Development and Health. 70% of the people of J&K are financially not rich and hence are put to disadvantage in case the services rendered by Government through Education , Health, RDD, Revenue are corrupted. The poor and backwardly placed people of J&K are totally dependent on government institutions for their day to day survival through such services.
The quality of education to the poor through government schools can be improved worth the expenditure being made only if the levels like that of commissioner education and the director education are asked to taste the education being extended by Government Schools. The orders issued by Commr/ Secretary to J&K Government Education Department Government under No: EDU/OS/C/11/05 dated 11-08-05 in violation of basic concept of “Government service “ allowing private enterprise to government school teachers in the form of private tuition / coaching classes before and after normal school duty hours too need be withdrawn cancelled. Otherwise allow private enterprise/ part time work to all government employees so that they ( particularly low paid ) could increase there income and stand against allurements of unfair means.
Similarly the private practice as allowed to Government Doctors ( particularly in the educational institutions and attached Hospitals ) need be disallowed ( like its for PGI , AIMS etc ) otherwise allow all government employees to take up part time jobs to increase their income ( this will reduce some corruption ) . The private practitioners, hospitals and retired government doctors are available outside. More so most of the private practitioners ( dependent on government doctors ) do not handle emergencies ).
The State Vigilance Organization was promoted for unearthing cases of abuse of official position but its “efficiency” and “productivity” too has so far remained under question. So far nearly 20 IPS and 2 IAS officers have headed Vigillance Organisation since 1974 including S.S Kapur, the present Chief Secretary. JK Assembly was told on 29 Jan 2008 on a question by Ali Muhammad Sagar that three cases had been registered against former minister for Education, Hajj and Auqaf Peerzada Muhammad Sayeed while two complaints had been received against the Minister for Health and Medical Education Mangat Ram Sharma with SAC , while High Court had stayed the cases against Taj Mohi-ud-Din, Hakeem Muhammad Yasin and Mangat Ram Sharma , case against Peerzada Muhammad Syed ex-minister rural development department- was Stayed by High Court, the cases against Ghulam Hassan Mir and Abdul Ahad Vakil ex-MLA were pending sanction for prosecution with government since 20.10.1992 while case against Jagjeevan Lal Ex-MLA was pending for sanction for prosecution with the government since 12.01.1994.

Cases that remain hanging surely cause undue damage to the reputation of either the accused or the investigating organization.Now onwards the vigilance organization should be refrained from briefing the media on minute details of the cases registered since so far it has only served as advertisement for some SVD officers and caused undue social damage to the families of accused since bulk of the cases against the accused could not be carried successfully in the court by VO. In the past government has been paying arrears of lakhs of rupees to the alleged corrupt employees when reinstated. To win the confidence of the common man the names of Gezetted Officers booked and then punished for corruption over last 20 years should be made public

The J&K State Accountability Commission was established by government led by Mufti Muhammad Sayeed to probe charges against even Chief Minister but the commission as per information is practically non functional for last many many months. Why a number of its recommendations to government appeared failing to test before the Hon’ble J&K High Court or could not take to immediate implementation should rather storm any critical brain.

NC Government should devise ways that put a check through service conduct rules on the display of the unduly earned money atleast by government servants. This could be started by Omar Government by implementing 1973 J&K Guest Control Order with or without amendments exclusively for government servants. Taj Mohi-u-Din made an attempt to implement this order on 25th May 2004. But the then state cabinet kept the order in abeyance. Anyhow let Omar start with it again like limiting marriage/birthday /anniversary/superannuation gatherings only to blood relations.

Similarly the success stories on the involvement of militants arrested should not be allowed to be made public unless the cases are proved / tried in the courts. Let public make evaluations on time/ cost and quality of performance of Senior government officers. There have been many instances where government officers decorated with medals for honesty / performance have been later booked for corrupt / criminal conduct.

Similarly the government officers should be restrained from issuing press releases / press briefings making evaluation of their own works / tours to their own territories .Foundation / Inauguration Stones by Government Officers as laid at public places should be removed and prohibited in future.

NC had raised the level of District Development Boards with a Minister as a Chairman after 1996 election. In view of the increased scope of work , level of developmental expenditure and growing law and order needs the posts of District Development Commissioner be separated from the District Collector/ Magistrate. The posts of District Development Commissioner and District Collector be separated. An officer of minimum Secretary to Govt level should be additionally posted as Distt Devt Commissioner.

There may be a need to reconstitute JK Public Service Commission and State Subordinate Services Selection Board Cases pending over last 2 years must be finalized by June 09. In future Government should refer to PSC the requirements regularly like UPSC. Any recruitment process should be completed with in 6 months. This would build the faith of NC government in the youth.
Corruption should concern the NC Government , but war on corruption has to be fought logistically with honesty . Rather Omar should give a call to all for forgetting what they have done in the past and to go honest now onwards Honesty in intentions to has to be demonstrated. Defreezing the 29th Constitutional amendment for ordering fresh delimitation of Assembly segments should be prime task before Omar. PDP and Congress will not be that interested in it since it is only NC who is accused of deferring delimitation till declaration of census figures after 2026 AD.A bill if brought by Omar would surely get absolute majority support since BJP/JKNPP/JSM/Independents /Congress would be under pressure to vote “YES”.A fair delimitation would benefit the bad / remote terrain areas of Doda, Rajouri, Kathua, Udhampur ,Kupwara , Baramulla and would add goodwill for NC. For satisfying the doubts of people both from Jammu and Kashmir Regions a fresh census could be ordered .There after Delimitation could be completed before next election that is due in 2014.
Over the years Public Sector Corporations have been neglected badly. Casual study groups have not so far done any good. Out side consultants could be engaged for a rational exercise. Companies that can not run must be closed. This will save many employees (10000 families ) from social and material agony and also public exchequer from draining out. Till then wages be paid in time by PSE/ Government ( as owner ) as are over 4000 Cr. Paid to regular Govt employees out of so deficit a fisc.
Such like issues could be identified by team of advisors retained by Omar Abdullah from within and out side his government. Above all make senior most officer responsible for the performance.
