Coalition makes intelligent choices as
17 file papers for 11 vacant LC seats

Two former Chief Secretaries in fray, PDP poised to win one seat

Jammu, Feb 24: The ruling coalition of the National Conference-Congress combine is all set to sweep 10 seats Legislative Council as 17 candidates today filed nomination papers for 11 vacant seats of the Upper House of the legislature. Peoples Democratic Party is poised to win one seat in the elections to be held on March 11.
Of the 11 vacant seats four are to be filled from Jammu region, four from Kashmir Valley and three seats three seats are the casual vacancies caused by the election of Sakina Ittoo of National Conference and Basharat Bukhari of PDP to the legislative assembly and expulsion of Ashok Sharma as Congress nominee.
The coalition partners Congress and the National Conference have made careful choices in selection of their nominees as they have been picked up from the areas where these parties suffered serious losses during the assembly elections.
17 nominations were filed today by candidates belonging to various political parties of the State. Three seats are available now and 8 shall become available in March 2009 with retirement of as many MLCs.
Those who filed nomination papers include six candidates of J&K National Conference, five of Indian National Congress (INC), four of JK National Panthers Party, one each of PDP and BJP.
Aga Sayeed Ahmad, Altaf Ahmad, Ajatshatru Singh, Showkat Ahmad, Khalid Najeeb Suharwardi and Vijay Bakaya filed their papers from J&K National Conference.
Similarly, those who filed their nomination papers from INC include Ghulam Nabi Monga, BR Kundal, Jahangir Mir, Khem Lata Wakhloo, and Nurboo Gialchan .
From JK National Panthers Party, Sayeed Mohammad Rafiq Shah, Rajesh Kumar Padotra and Mohammad Yusuf Bhat and Mohammad Maqbool Bhat filed their nomination papers.
PDP candidate Sayeed Asghar Ali and Shamsher Singh from BJP also filed their nomination papers for election to the Council.
Scrutiny of the papers would be made on February 25, 2009 at 2 p.m. whileas last date for withdrawal of nomination papers has been fixed as February 27, 2009.
Minister for Finance and Parliament Affairs, Abdul Rahim Rather, Minister for Tourism, Nawang Rigzin Jora and Minister for Health, Sham Lal Sharma were also present on the occasion.
Meanwhile, the Parliamentary Board of Panthers Party which met here today under the chairmanship of its Chairman Prof Bhim Singh cleared four candidates for the election being held for the Legislative Council in Jammu and Kashmir and has left Jammu seat for the Opposition. For this seat the party has decided to vote for the opposition candidate irrespective of party manifestos or agendas. Prof. Bhim Singh also appealed to all opposition parties to vote for a common candidate from Jammu.
The Panthers Party has put up three candidates from Kashmir Valley. They are Syed Rafiq Shah (Kupwara), Mohammed Yousuf Bhat (Shopian) and Maqbool Malik (a prominent Shia youth leader) who got the highest votes in the last Assembly election in Kashmir Valley as Panthers Party candidate. All these three seats shall be contested separately requiring 54 votes.
From Jammu single bye-election the Panthers Party has fielded Rajesh Padgotra who got the highest votes (nearly 12,000) among the Panthers defeated candidates in the recently held Assembly election from Vijaypur Constituency in Jammu province.
Prof. Singh said that wherever opposition can manage to defeat the ruling alliance the Panthers Party will support it. He said that Panthers Party will not allow the ruling alliance to go uncontested in a single constituency and that’s why they have put up candidates in every remaining constituency so that the supremacy of Parliamentary democracy is demonstrated.
