Early Times Report Jammu, Feb 24: The state legislative assembly is meeting here tomorrow for a brief session which is unique in a way as it will be first of the 11th legislature constituted after November-December 2008 elections. With a large yet divided Opposition it is going to be an interesting session of the assembly on a number of accounts. Peoples Democratic Party— largest opposition party with 21 MLAs— is likely to grill the ruling alliance on issues like curtailed budget session and failure of government to implement recommendations of the Working Groups. The BJP is all set to take on the government with its key issue of delimitation and discrimination against Jammu region. In its first sitting the assembly will elect the new replacing the pro term speaker Chaudhary Mohammad Aslam. Governor NN Vohra will then address a joint sitting of the legislature. Meanwhile, the assembly would elect its Speaker on the first day of the commencement of legislature in the state tomorrow. The election of the Speaker shall be held at 10 AM. National Conference (NC), which is leading the two-party coalition government in the state, will stake claim to the post of the Speaker, party sources said. The names of former minister and senior NC leader Chowdary Mohmmad Ramzan and former deputy speaker Mohmmad Akbar Lone are doing rounds in party circuit for the Speaker's post. Senior congress leader and six-time MLA Choudary Mohmmad Aslam was made Speaker pro-term. He administered oath to members of the 11th assembly last month. After the election of Farooq Abdullah and former chief minister Ghulam Nabi Azad to the Rajya Sabha, strength of the ruling coalition in the House of 87 has been reduced to 42 (NC-26 and Congress-16). Once assembly takes up its business, the PDP will rake up the issue of alleged human rights violation in the state including the killing of two students by army recently. Mehbooba Mufti, who is the first woman opposition leader, will lead the PDP brigade, 19 MLAs from Kashmir and two from the Jammu region. The Opposition besides PDP includes 11 MLAs from BJP, three from National Panthers Party (NPP) and one Independent from Bishnah, Ashwani Sharma. The BJP and NPP, both Jammu centric parties are likely to highlight the issues facing people of the Jammu region. While the BJP is set to raise the pitch regarding Delimitation Commission, refugees of West Pakistan, PaK and Kashmiri Pandits, NPP, with Harshdev Singh on the front, is expected to corner the government on shortened session and unemployment in the state. Chief Minister, Omar Abdullah is likely to be a key figure during the shortened session as he holds the charge of several important Departments including Home, General administration, Revenue, road and development, Transport, Social Welfare, CAPD and other portfolios. Government having effective strength of 43 members enjoy support of six other members including Ghulam Hassan Mir (DPN), Muhammad Yusuf Tarigami (CPI-M), Hakim Muhammad Yasin (PDF) Charanjit Singh, Abdul Rashid Sheikh, and Tsetan Namgayal, all independent candidates. However, even if Tarigami and Ghulam Hassan Mir support the Government, they will not spare any chance to corner the Government on some important issues. Hassan Mir, the chairman of DPN, has said that it will ask the government to review cases of political prisoners besides unemployment and cause of growing accidents in the state. Meanwhile, the Legislative Council Secretariat has also released the provisional calendar for the sittings of the 100th Session of the Legislative Council. As per the calendar, Governor’s Address will be on February 25 and the discussion on Motion of Thanks on Governor’s address will be held on February 26, 27 and March 2. The presentation of Vote on Account for 2009-10 and Supplementary Statement of Expenditure for 2008-09 will be taken up on March 3, while discussion on Vote on Account for 2009-10 and Supplementary Grants for 2008-09 will be held on March 4. Private Members Resolutions will be taken up on February 28 and March 7. Government Business will be taken up on March 5, Appropriation Bills on March 6 and Private Members Bills will be discussed on March 9. March 1 and 8 will be holidays.
