Jammu: While all nominations for election to 11 seats of the upper house were found valid on scrutiny on Wednesday, candidates of Leh and Kargil are all set to be declared unopposed to the Legislative Council on 27 February, the last date for withdrawal of candidature. Two former bureaucrats and three ex-Ministers are among 17 candidates in fray to the state Legislative Council, the election, if necessary, are scheduled to be held on 7th of the next month. Secretary Legislative Assembly, Muhammad Ramzan, who is Returning Officer for the election, found all the nomination for election to upper house as valid. National Conference which emerged as the single largest party in the recently held state assembly polls has fielded the highest number of candidates, six in all, for 11 seats of the Legislative Council election. Among the candidates include two former ministers and loser of assembly polls —Ajat Shatru Singh, Khalid Najib Suharwardy and former chief secretary Vijay Bakaya. For two of the four seats from Kashmir, lone candidates of NC and congress from Leh and Kargil are set to be elected uncontested day after tomorrow. While NC fielded Aga Syed Ahmad from Kargil, Congress’s Nurboo Gyaltsan is in fray from Leh. The ruling alliance is also set to romp home on from two other seats of Kashmir region with Ghulam Nabi Monga of Congress and the NC bureaucrat nominee Vijay Bakaya being on course to win their respective seats. The NC-Congress coalition also is sure to win all three seats for which a by-election is being held. The vacancies arose out of the election of two MLCs as MLAs and one disqualification. Candidates contesting against by-election vacancies of Sakina Itoo of NC, Syed Basharat Ahmad Bukhari of PDP and Ashok Sharma, who was disqualified by Congress, will have two years as MLCs. Although the alliance have fielded two candidates against the by-election vacancy of Bukhari, Khem Lata Wakhloo of congress is set to be elected to the upper house as Altaf Ahmad Kaloo of NC , sources told PBI, will withdraw his papers. For other by-election vacancies, Congress has fielded former MLA Jehangir Mir, seat arising out of disqualification Sharma, while on the vacancy created by Sakina Itoo, Showkat Hussain Ganaie of NC have filed his nomination papers. Five candidates against four seats of Jammu region include former chief secretary B R Kundal of Congress, former NC MLAs Ajatshatru Singh and Khalid Najeeb Suhrawardhy, Syed Asgar Ali of PDP and Shamsher Singh of Bhartiya Jhanta Party. The effective strength of the 36-member house is 32 owning to the four vacancies in absence of elected Panchayats. Four MLCs are elected by the Panchayats, two each from Jammu and Kashmir divisions.
