Jammu, Feb 25: An unrelenting and charged Opposition Peoples Democratic Party today created an unprecedented ruckus in the Central Hall of the state legislative complex on the issue of violation of human rights forcing Governor NN Vohra to leave his address to the joint sitting of the legislature midway.
According to the contemporaries this was the first time ever in Jammu and Kashmir that the Governor had to walk out of the Central Hall of legislature in a huff without completing his address to the members. Today was the first day of the first session of eleventh assembly and the Opposition PDP, as also the BJP, had come fully prepared to corner the government.
PDP President Mehbooba Mufti along with legislators Abdul Rehman Veeri, Choudhary Zulfikar Ali and Basharat Bukhari took the charge from front posing a stiff resistance and continued sloganeering forcing the Governor to leave the hall midway leaving his address incomplete. Even the customary national anthem could not be played when Governor left the Central Hall.
The legislature complex was tastefully decorated to welcome the new legislators for first sitting but the Opposition PDP and the BJP were fully prepared to take on the government. BJP was the first to greet the Governor with protests right on the stairs of the complex when party legislators sought to draw his attention towards alleged discrimination against Jammu region.
Once inside the Hall, when Governor began to speak, the leader of the BJP Legislature Party Prof Chaman Lal Gupta stood up and asked the Governor to intervene in undoing alleged discrimination against Jammu. He called for constitution of the delimitation commission to give Jammu region a fair representation
Immediately after Gupta finished his remarks, PDP Legislative Party leader, Mehbooba Mufti stood up with her party MLA’s behind her back. Mehbooba shouted slogans demanding withdrawal of security forces from Kashmir and asked for the repeal of the armed forces Special powers Act (AFSPA).
However, Governor N. N. Vohra, not yielding to the pressure of the opposition continued with his address, which was inaudible due to continuous sloganeering by the PDP legislators.
“Army ko wapas karo”, “AFSPA ko wapas karo”, “Katiloon ko paish karo”, were the main slogans that rocked the central hall.
Annoyed with the continued sloganeering by the PDP members, Governor stopped midway and after a brief consultation with Speaker of the assembly and other officials left the central hall without delivering his speech.
Mehbooba Mufti later talking to media persons said that they wanted the attention of the governor regarding the recent killings by security forces at Bumai Sopore and Maisuma Srinagar that has turned the situation in Kashmir back to square one, which ‘otherwise was normal now’.
“PDP feels that the situation in Kashmir is almost normal now when there are not more than 300 militants in the state, but the sudden killings of innocent people at Bumai sopore and Maisuma Srinagar exposes the ill governance of the present government”, Mehbooba Mufti said.
Demanding withdrawal of security forces from the state and repeal of AFSPA, Mehbooba said that the party has already brought a resolution in the house and demands reduction of security forces in the state to bring it to the level of 1989.
“If we would have been given an opportunity to express our concern, Governor would not have left the hall halfway leaving his address incomplete”, PDP Legislative Party leader said.
PDP leader said that the massive turn over of 70-80 percent has kept Indian democracy alive in J&K and the peace that had returned in Kashmir has again been endangered by the recent killings by the security forces.
She said ‘government is responsible and has to answer’. She said that in Bandipora a rumor was spread that a Baba from Pakistan has been killed but when his body was exhumed from the grave, it was found to be that of a youth from the village.
She said that even Prime Minister of India has recommended withdrawal of special powers to army in one of the working group meetings, which must be implemented, she demanded.
