Some issues are common for NC and PDP, other for Congress and BJP

Jammu, Feb 27: When it comes to discussing legislative assembly the way forward in Jammu and Kashmir typical stereotypes come up from the key players –National Conference shows the way through autonomy but says ready to settle down for anything suitable; Peoples Democratic Party seeks the resolution through self rule and Congress has little to hesitate when it joins issues with the BJP on what matters in Jammu region.
Participating in discussion on motion of thanks to the Governor’s address, the Legislative Assembly was broadly divided on the obvious lines. The ruling National Conference and the Opposition Peoples Democratic Party shared a more or less common approach to special status and empowerment of Jammu and Kashmir, reduction of troops strength and their powers. At times the members from PDP and Congress were seen competing against each other on touching these issues.
BJP does its entire politics on alleged discrimination against Jammu region and sees the fresh delimitation of assembly constituencies as only way out. This is where the Congress shares concerns with the BJP.
People’s Democratic Party President Mehbooba Mufti, said that the resolution of Kashmir dispute lies in the unification of both the parts of Jammu and Kashmir divided by the Line of Control. Mehbooba asked the state government to frame the joint proposals in consultation with PaK government to bring about the economic stability in the state.
Mehbooba said that the upper house of the state legislature should be represented by the representatives from PaK as well, and New Delhi can also nominate five members to it.
Interestingly, Mehbooba said that the state government should undertake various projects jointly with the PaK government. She said that the joint proposals were particularly needed in the area of working out a common policy of mitigating the environmental damages.
“Kashmir cannot be de-linked from political resolution and economic development alone can’t serve the purpose,” Mehbooba said.
Castigating New Delhi, Mehbooba said that it was not particularly serious over the withdrawal of Armed Forces Special Powers Act in the state.
Mehbooba said that the government lead by Chief Minister Mufti Mohammad Sayeed created the peaceful conditions as a result of which Pakistan even started recognizing the elected representatives from the state who were invited by the country. “Pakistan was earlier saying that there were puppet regimes in Jammu and Kashmir.”
Raman Bhalla, MLA Congress expressing concern on the discrimination with Jammu region demanded constitution of Delimitation commission saying that the creation of constituencies must be according to the law on the basis of area, region, and population. He also demanded permanent rehabilitation of Kashmiri pandits, who after 20 years continue to remain in wilderness.
Jugal Kishore, MLA, BJP expressing concern on discrimination with Jammu asked the government to implement the scheme of providing stipend to the unemployed. The member also said that in Jammu region adequate attention is not given to the development of tourism.
Ghulam Hassan Mir of DPNcalled for collective efforts for building peace in the State and pushing forward the dialogue process. He said the State is facing unemployment problem and concrete measures were required to be taken to create adequate job opportunities in the State. He said that to address the problem of unemployment, promotion of industrial sector in the State is required to be taken up in a big way.
Mubarak Gul, hailing the Governor’s Address, said that peace is necessary in taking J&K to new heights of development. He said that the forces trying to disintegrate the State have been rejected by a collective will.
Abdul Rehman Veeri, taking part in the discussion, said the graph of violence has gone down that helped in peaceful conduct of the elections. He demanded implementation of Working Group recommendations and called for tackling the problem of unemployment with firm determination.
Jugal Kishore demanded setting up of Delimitation Commission and enhancement in the honorarium of VDC members. He also suggested for promotion of tourism in Jammu Division.
Balwant Singh Mankotia said that effective steps be taken for return of Kashmiri Pandits and border migrants to their native places.
Abdul Rashid Sheikh, speaking in favour of Governor Address, said the detenues of the State in jails outside the State should be shifted to Kashmir.
