Why is coalition’s CMP missing, Mufti questions

Kathua, Feb 27: Describing the National Conference-Congress alliance as a typical ‘power enjoyment arrangement’, the former Chief Minister and Peoples Democratic Party patron Mufti Mohammad Sayeed today asked the leadership of both parties to explain as why a Common Minimum Programme of their government was missing.
“Just to attain the power National Conference and Congress has entered into an alliance without forming Common Minimum Programme (CMP) and without evolving consensus on vital issues”, Mufti said while addressing one day convention of the party workers at Kathua this afternoon. PDP workers from different parts of the district attended the convention.
Reiterating his resolve to make his part a voice of the people of Jammu and Kashmir, former Chief Minister and patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed said that new coalition in the state has been functioning without programmes and policies.
“Formation of CMP is must for running a coalition smoothly”, he observed and recalled that despite having just 16 members in its kitty PDP had entered into an alliance with Congress after senior leadership of the Congress high command including Prime Minister Dr Manmohan Singh, who was at that time leader of the opposition, had formulated the CMP and incorporated main demands of the PDP in it.
The former Chief Minister asserted that with the mandate of the people his party will emerge as secular alternative to the National Conference-Congress alliance in the State. He said only PDP can fill the political vacuum created after formation of new coalition in the State. “There is political vacuum after formation of NC-Congress alliance “, he said, adding “PDP would fill this vacuum to become voice of the people of Jammu and Kashmir. “We will not allow people of the state to feel helpless after NC-Congress entered into alliance and our party would play role of effective opposition in the State”, he said and exhorted the PDP workers to aggressively take up the issues concerning the common masses at all platforms for addressing these problems.
“Our aim is not to attain power but to serve the people”, he said and asserted that his party would act as effective opposition as the party has enough numbers to keep a check on anti-people policies of the new regime. "Although we get less seats than National Conference (NC) yet PDP secured more votes than the ruling party", he said.
The former Chief Minister said that with its three years regime the PDP has carved out a new path of peace and progress in this region and added that in short span of time his party has laid a strong foundation of mutual trust and confidence among all regions of the State.
Elaborating the Self-Rule proposal of the PDP, he said that the document prepared by his party was the only most credible and pragmatic solution to all problems of the State, both external and internal. "Inter and Intra-State issues and issue of equal opportunities for all regions, sub-regions and communities can be resolved through self-rule proposal”, he said, adding, “PDP's Self-Rule document offers a comprehensive solution to all the three dimensions of the problem”. He reminded the people that by facilitating the peace and reconciliation process in the region PDP had proved that its policies and programmes were guided by the wishes and aspirations of the people of Jammu and Kashmir. “In 2002 we had only 16 members but still we had pursued the peace process and established peace in this region. It was due to the efforts of the PDP that peace was restored in the sub-continent”, he said.
PDP general secretary Daman Bhasin and former MLA Balbir Singh also addressed the convention in which OBC leader H R Chargotra, Falail Singh, district president Surinder Singh, Ashok Jogi and others were present.
