| FM hints change in planning process | | | Early Times Report JAMMU, FEBRUARY 28 – Minister for Finance and Planning Mr. Abdul Rahim Rather today informed the Legislative Assembly that the Government was aware of the development needs of the State and priority sectors like power, roads, education, health and drinking water are being given thrust in the planning process. The Minister, while replying to a question raised by Mir Saifullah during Question Hour, said that a proposal of reform for rationalizing planning process is under active consideration of the Government and would soon be submitted before the Cabinet for approval. He said the focus of the proposal will be to ensure adequate and enhanced funds under district sector as per the local requirement and demand. Replying to the supplementary raised by Mir Saifullah, the Minister said that the suggestions put forth regarding formation of State Planning Commission (SPC) would also be considered by the Government. To another supplementary by Prof. Chaman Lal Gupta, Mr. Rather said that Government would strive to check the tendency of utilizing the funds during last few months of the financial year, which causes rush and pressure on expenditure. Rather also replied the other supplementaries raised by Mr. Nazir Ahmad Gurezi, Mr. Harshdev Singh, Mr. Ashok Khajuria, Mr. A. R. Veeri and Mr. Balwant Singh Mankotia. Replying to a question raised by Mr. Ashwani Sharma regarding compensation for damaged crops to the farmers in Bishnah Constituency, Mr Rather clarified that as per the assessment of Agriculture Production Department the crop losses in the area was to the tune of 15 to 20 per cent. He said that as per guidelines, the relief is being paid only in such cases where the damage is more than 50 per cent. Zahoor Ahmad Mir and Mr. Abdul Rehman Veeri also raised supplementaries regarding damages caused to saffron crop due to rising levels of pollution in Pampore and introduction of Crop Insurance Policy in the State. Rather, responding to the supplementaries said that necessary measures would be initiated in this direction.
