Jammu, Feb 28: Shortly ahead of the anytime expected announcement for Lak Sabha elections, the state government today affected a massive shakeup in middle and lower rung of the civil administration and the Police. This is the second major administrative shakeup since the National Conference-Congress coalition government took over on January 5. Interestingly, some officers who were transferred in today’s reshuffle had their second or third transfer in a period of two months.
IAS officer Sarita Chauhan was removed from the post of Director Tourism Jammu and posted as Director Industries, Jammu on February 4. Within 24 days she has been again shifted and now posted as Secretary Agriculture Production.
AR Kuchai, who remained an all-powerful Private Secretary to two Chief Ministers in the previous coalition government for nearly five years was removed as Director Estates on January 21 and posted as Special Secretary Higher and Technical Education. In the Cabinet meeting of February 4, he was yet against transferred and posted as Director, Handlooms, relieving GH Khan, Managing Director, J&K Handloom Development Corporation, of the additional charge.
On Saturday it was third transfer within 40 days for Kuchai. He has been now posted as Director, Horticulture, Planning and Marketing vice Showkat Ahmad Mir. Kuchai will also hold additional charge of the post of Managing Director, J&KHPMC.
In last cabinet meeting many officers were shifted leaving the posts vacant or additional charges given to other officers. Many such posts have still been left unattended. Similarly, just two days back the government removed Pankaj Jain as Chief Executive Officer Economic Reconstruction Agency giving charge of this key assignment to Financial Commissioner Planning and Development, SL Bhat till the post was filled up on regular basis. In today’s meeting the charge of this post has not been given to any officer on the regular basis.
Besides the major administrative shake up approved by the Cabinet, series of transfers are also being carried out at the departmental level ahead of the Lok Sabha election announcement when the Model Code of Conduct bars government from routine transfers.
