| Entire opposition unites on pay revision Issue, walks out | | | Early Times Report Jammu, March 3: It was an occasion of rare unity between the ‘poles apart’ Opposition, as the members of Peoples Democratic Party and the Bhartiya Janta Party joined the issue pay revision of employees much to the discomfort of government before staging walkout from the Legislative Assembly. The issue rocked the House when the Finance Minister AR Rather failed to pacify agitating members from the opposition benches who were seeking state governments response on the issue of paying arrears, absorbing adhoc and contractual employees, paying more wages to daily wagers and treating employees of PSU’s at par with the state government employees after implementing the recommendations of the sixth pay commission report. Shouting anti government slogans the combined strength of the opposition staged a walk out minutes before the question hour was closing to an end. The trouble started in the lower house when Finance Minister AR Rather failed to give satisfactory reply to the supplementary raised by the BJP, PDP and legislators of the Panthers party in response to a question pertaining to pay panel report. The question was raised by the BJP legislators Jugal Kishore and PDP legislator Gaffar Sofi. Soon after the minister incharge completed his reply several members were seen standing on their feet urging speaker to allow them to raise supplementaries. Interveneing at this point of time Speaker Mohd Akbar Lone directed the members not to raise any supplementaries as the minister had given satisfactory reply. The legislators belonging to the PDP, BJP and Panthers party were not satisfied. BJP legislator Ashok Khajuria, Prof Chaman Lal Guptal, Jugal Kishore were joined by other party legislators in raising the issue of state government employees. Harsh Dev Singh of the Panthers party, AR Veeri, Sartaj Madni and Abdul Gaffar Soni and few other PDP members stated on the floor of the house that they are interested in knowing how state government intend to raise the resources to fulfil its agreement and what it is planning to do to repay arrears due in favour of the state government employees. Prof Chaman Lal Gupta and Harsh Dev both rasied the issue by saying that the majority of state government employees were confused as the state government has not cleared certain details. On the directions of the speaker when Minister incharge made another attempt to convince the agitating legislators they failed to listen and shouting slogans they staged a walk out from the house. Earlier, the Minister for Finance and Planning, Abdul Rahim Rather said that promises made by the manifestoes of the coalition partners regarding implementation of 6th pay commission recommendations would be implemented from July 1, 2009 and the salaries of the State Employees for the month of July, 2009 will be drawn in the revised pay structure and disbursed on August 1, 2009. He said that the arrears as a result of the implementation of 6th Pay Commission from January 2006, working out at Rs. 3800 crore would be taken up with Planning Commission of India visiting the State soon. Rather said that as per the information gathered the States of Haryana, UP, Rajasthan, New Delhi, Karnataka, Mizoram, Tripura, Maharashtra and Bihar besides the Government of Gujarat have announced the 6th CPC in Toto, whileas Government of Pondicherry has announced to implement the recommendations of 6th CPC in the State in full after seeking necessary assistance from Central Government in this regard. Rather said that due to the strikes and agitations of the employees, the work gets affected in the offices.
