Jammu, March 3: The Model Code of Conduct (MCC) is in force since Monday afternoon when Election Commission of India announced Lok Sabha poll schedule and Jammu and Kashmir Government has issued a circular for strict adherence but there are apparent aberrations. While many departments in the state government had prepared a long list of fresh postings and transfers but barring one they put it all off till the elections were over. The Health Department has, however, rushed in with transfers of around a dozen and half specialist doctors and some deputy directors a day after MCC came into force. Early Times has confirmed that orders of these transfers were issued Tuesday afternoon but care was taken to prepare the papers in back date. A proposal for transfers and postings of specialist doctors was moving on in Health Department for nearly a month now and till Monday evening no orders had been issued. However, late this afternoon the orders of transfers and postings were issued. Meanwhile, according to a circular issued by the General Administration Department, Government of Jammu and Kashmir, consequent upon the announcement of the schedule for General Elections to the Lok Sabha, 2009 by the Election Commission of India, the Model Code of Conduct has come into operation with immediate effect. Subsequently, the Model Code of Conduct and all instructions issued by the Election Commission of India under it, are to be strictly followed by all concerned in the state. No official can take refuge under the argument that he has not been apprised of the coming into effect of the Model Code of Conduct for want of a separate communication in this regard from the Government or controlling offices. Any such attempt by any official which could lead to the circumventing of the provisions of the Model Code of Conduct would be viewed very seriously. As such the directions are brought to the notice of all concerned for information and compliance.
