Govt confirms cases of fake ST claims , assures stern action

JAMMU, MARCH 04-Minister for Education Peerzada Mohammad Syed today said that the appointments of the candidates under direct recruitment quota are being made on the recommendations of J&K Service Selection Board and Public Service Commission. He said that promotion of candidates of general and reserved category is made by the department only on the production of category certificate(s) issued by the competent authority.
The Minister clarified that the competent authority for issuance of Scheduled Tribe category certificate is Tehsildar of Revenue Department & Disbursing Officers have been directed to allow the new appointees to join only after scrutinizing and verifying the requisite certificates, including category certificate.
The Minister was replying to a Calling Attention Notice given by Mr. Nizam - ud - Din Khatana in the Legislative Council today.
The Minister said that as and when any complaint is received by the department about submission of a fake category certificate by any candidate, prompt action is taken by the department. In the past, he said the department received a complaint wherein, it was alleged that S/Shri Mohammad Yasin Magrey, Muneer Hussain Zargar and Mohammad Saleem were elevated as I/C lecturers on the basis of fake ST category certificates. On receipt of report from competent authority (Tehsil Anantnag), that no ST certificate was issued in favour of Mr. Mohammad Saleem by his office, his elevation order as Incharge lecturer as well as his regular promotion as lecturer was cancelled vide Government Order No. 643-Edu of 2007, dated 23.11.2007 and Department School Education, Kashmir was requested to lodge an FIR in Crime Branch against Mr. Mohammad Saleem for production of fake and false documents, he added.Mr. Sayed said that Director, School Education, Kashmir have also been asked to recover the amount from the said officer drawn by him as incharge lecturer and lecturer. He said the report of ST certificates of Mohammad Yasin Magrey and Muneer Hussain Zargar is awaited and action under rules will be taken against them if their certificates are also found fake.
