| GMCs to have records officers | | | Early Times Report
JAMMU, March 04 –Minister for Health and Medical Education, Mr. Sham Lal Sharma today informed the Legislative Council during Question Hour that there is a set procedure and rules for recruiting Medical Record Officers (MROs) in prestigious Medical Colleges and Hospitals in the cities of Jammu and Srinagar. He said that these posts have been referred to Public Service Commission for recruitment and will be filled up very soon. The Minister, replying to a question by Mr. Ved Prakash, said that the posts of MROs are required in Government Medical Colleges at Jammu and Srinagar as per the Regulations of Medical Council of India. He, however, said that there is no such post in district hospitals as per existing rules. He said that presently, though two posts of MROs are vacant in GMCs at Jammu and Srinagar, the Medical Record Sections are functional in both the Colleges as there are other Medical Record Officers looking after the job. Replying to another question by Sardar T. S Wazir, Mr. Sharma said that the Government was aware about the functioning of G. B. Panth Cantonment General Hospitals at Srinagar and Jammu. He said that G. B. Panth Cantonment General Hospital, Srinagar is being run as a joint venture by the State Government and the Cantonment Board, whileas G. B. Panth Cantonment Hospital, Jammu has been set up by the Ministry of Defence and is fully under its control. Even though the Hospital at Jammu is not under the purview of State Government still, two specialists have been deputed for Pediatrics and Gynecology departments of the Hospital. He said the Cantonment Board, Jammu is working to improve the functioning of the Hospital and necessary steps have been taken in this behalf. The main question was followed by supplementaries by Wazir and Chib. In reply to another question by Mr. Ali Mohammad Bhat, the Health Minister informed the House that all the facilities like X-ray, Dental, Laboratory, ECG and Ambulance are available in the Primary Health Centre (PHC), Wakoora along with other institutions of the Block. Replying to another question by Mr. Nizam-ud-Din Khatana, Mr. Sham Lal said that the Government has already issued orders for detachment of employees attached elsewhere, adding that if any complaint is received in this regard, immediate action is taken by the Health Department. He said that construction of the buildings of Sub-District Hospital (SDH), Kokernag and PHC, Sagam is likely to be completed by September, 2009 and added that construction of PHC, Larnoo has already been completed. He said that for construction of SDH, Kokernag, an amount of Rs 2.30 crores has been released during the current fiscal. However, he said, for completion of the said health institution and others, financial assistance has been sought from the Union Ministry of Health & Family Welfare. Responding to a question raised by Mr. M. Y. Taing, Mr.Sharma said that the Government has taken various steps for controlling the heinous acts of female foeticide in the State. He said that State has enacted Preconception and Prenatal Sex Selection Determination (PNDT) Act, 2002 under which determination of the sex of the foetus is an offence. The Act has been implemented in letter and spirit, Mr. Sham added. Recognizing the offence as a social stigma on the society, he sought cooperation from every section of the society and said that a campaign has been launched through print and electronic media to educate the people of the fact that sex determination of foetus is an offence.
