J&K hospitals treated 1.15 cr patients last years

JAMMU, March 05 – Minister for Health, Mr. Sham Lal Sharma today informed the Legislative Council that the Government is committed to provide health care facilities to the people including those in rural and far-flung areas. He said that 3428 health institutions comprising 14 District Hospitals/CHCs, 380 Primary health Centres, 238 Allopathic Dispensaries, 417 ISM Dispensaries, 1872 Sub Centres and 422 Medical Aid Centres are providing medicare facilities to the State. During the current fiscal (ending January 2009), 110.94 lakh OPD and 4.47 lakh IPD patients have been treated in the health institutions of the State, he added.

While giving reply to the Calling Attention Notice moved by Mohammad Sharief Niaz, regarding shortage of health centres and doctors in far-flung areas, the Minister admitted that there are un-served and under served areas in the State, particularly in the remote and far-flung areas which need special attention. He said that difficulties are also faced in posting adequate manpower in the institutions located in the remote areas and shortage of Specialists and Doctors in such areas was also a problem.

He said that the Health Services department is making efforts to improve health care facilities in the remote and far-flung areas, adding that Rs. 190.00 crores have been released for development of infrastructure in health sector in addition to the allocations under State and District Plan, besides Rs. 20 lakhs have been provided to each District Hospital. Under NRHM, a Corpus fund of Rs. 5.00 lakhs per year is also being provided to each District Hospital. He said blood Storage facilities are also being provided in CHCs in a phased manner including those located in remote and far-flung areas.

The Health Minister asserted that the Government was conscious of opening more health institutions especially in far off areas of the State, adding that State needed 27 CHCs/Sub District Hospitals and 1687 Sub Centres. He said that for construction of buildings for new institutions expenditure of Rs. 475 crore is involved, adding that the same has been projected in the Health Infrastructure Development Plan.

The Minister said that to overcome the shortage of Gynecology, Pediatrics and Anesthesia specialists in the remote areas, engagement of these specialists under NRHM has been proposed on a monthly remuneration of Rs 40,000, adding that 50 doctors (Allopathic or ISM as may be available) for such areas on enhanced rates of remuneration on contractual basis under NRHM are also proposed to be engaged.

The department has also proposed enhancement of remuneration of contractual doctors engaged under NRHM so as to facilitate filling up the positions that are available especially in far-flung areas, the Minister added and said that steps have been taken to improve the monitoring and supervision of health institutions to enhance the accountability of people working in these institutions.
