Setback to coalition: BJP bags Jammu Mayor’s seat, NC retains consolation

Jammu, March 5: Despite dinner diplomacies and intervention of the PCC Chief Prof Saifuddin Soz and Chief Minister Omar Abdullah, the ruling coalition today has beat dust, particularly the minor partner Congress, as BJP romped home the post of the Mayor of Jammu Municipal Corporation leaving the consolation of Deputy Mayor to the National Conference.
Kavinder Gupta of BJP has become the Mayor for third time while Dharamveer Jamwal retained the seat of Deputy Mayor for third time in row. In a house of 70 corporators BJP with a strength of 25 members managed 10 more votes while congress with a strength of 28 could manage only six extra votes of National conference.
In an atmosphere of ruckus and excitement Kavinder Bushan Gupta was declared elected as Mayor for consecutive second time (third time since last JMC elections as he was the first Mayor). Dharamveer Singh Jamwal from NC has been elected as Deputy Mayor for the consecutive fourth time in the fifth and last year of councilors’ term in corporation. The election process was started at 12 PM though the timing was announced at 11 AM For Mayor election two rounds were held in the first round three candidates Rajani Bala from Congress, Kavinder Gupta from BJP and Surinder Singh Shingari, independent candidate shared the dais in which Rajani Bala got 32 votes, Kavinder Gupta got 24 and Surinder Singh Shingari got 14 votes in their favour out of 70 votes .Since Surinder Singh Shingari got less votes therefore in the second round he was put out from the ensuing Municipal election. Rucks prevailed in the hall when in the second round Rajni Bala got 34 votes and Kavinder secured 35 where as one vote was declared invalid .Congress councilors got up from their seats and demanded draw of lots as neither of them got minimum 36 votes. Then Commissioner Municipality Mubarak Singh and Coudhary Manmohan Singh, presiding officer thoroughly studied the constitution of municipality in which under section 14 it was mentioned that if a candidate secured maximum votes then other he will be declared elected. But when other corporators did not satisfy with this then the matter was brought to Chief Election Commissioner BR Sharma and on his instructions Kavinder was declared winner. Pertinent to mention here that the strength of councilors was 71 but with the death of councilor Kailash Rani the strength is limited to 70. 27 from Congress, 5 from National Conference, 2 from PDP, 25 from BJP, 1 from Shiv Sena and 10 Independent candidates where as BSP has no councilor . For the Deputy Mayor chair three contestants Dharamveer Singh Jamwal,Sudan,Dwarka Choudhary shared the dais in which Dharamveer Singh Jamwal got 40 votes, Sudan got 18 votes and Dwarka Choudhary got 11 votes where as one vote was declared invalid and with this Dharamveer Singh Jamwal declared Deputy Mayor for the consecutive fourth time.
Meanwhile, Rattan Lal Gupta, Provincial President J&K National Conference province has written to the concerned authorities to un-seat Surinder Singh Singhari as a Corporator of Ward No. 27 of Jammu Municipal Corporation in view of his expulsion from the party during assembly elections for violating the party discipline.
Rattan Lal Gupta informed the media men while talking on the sidelines of the Mayor elections that Surinder Singh Singhari will be un-seated within one week in view of the law and his serious violations.
Gupta said on an earlier occasion similar action was taken against two corporators of Srinagar Municipal Corporation who were un-seated and now Singhari will loose his membership of the Corporation.
Asked whether Singhari will be able to contest next Corporation elections, Gupta said if you go by the expulsions norms of the Legislative Assembly and Legislative Council then a candidate can not contest any election for three years within the state in view of the Anti Defection Law of the state.
