| Govt orders fresh BPL survey | | | Early Times Report
Jammu, March 5: Government today decided to have fresh survey in Below Poverty Line (BPL) beneficiaries as the members disputes the incumbents. Even the Minister for consumer affairs and public distribution Taj Mohi-ud-din admitted discrepancies in the list that has been formulated. Taj Mohi-ud-Din, Minister for Consumer Affairs and Public Distribution said that the government has decided to have a fresh state level survey to ascertain the correct beneficiaries of BPL. After the issue rocked the state legislative assembly today, putting the government in the dock, Jammu and Kashmir Public Health Minister, Taj Mohidin, who was replying to the questions of legislators about the bungling in preparing the list of BPL families, asked the legislators to help the government by pointing fake BPL families from their respective constituencies. However, legislators including those of BJP and Panthers Party pushed the government to the wall when it failed to give a satisfactory reply to them. Legislators pointed out that even people with big land holdings and those who in government service have accrued the benefits of BPL in the state. First time BJP legislator from Hiranagar assembly constituency Durga Dass on Thursday made his presence felt inthe state legislature when he delivered a crisp,powerful and witty speech before raising a supplementary question doubting authenticity of survey conducted by the state government agencies to count exact number of families living below poverty line (BPL). During the question hour when Minister for PHE, Irrigation & Flood Control Taj Mohi-ud-Din was facing sharp criticism from several members who were not satisfied with the BPL survey Durga Dass also fired a salvo at him challenging him that the present survey was faulty saying more than 80 percent cases in his constituency were enjoying the benefits by registering themselves under BPL category.Dass was seen speaking authoritatively for the first time taking pot shots at the government. Raising pitch of his voice Dass even went to the extent of offering his resignation from the state assembly if allegations leveled by him were found untrue. Soon after Dass finished his question BJP leader Ashok Khajuria walked up to his seat inthe third row and pacified agitating first time legislator. Several legislators sitting on the treasury benches also applauded Dass by thumping benches while he was exposing tall claims of the state government with regard to benefits extended to families living under BPL. The Minister said that the BPL families are included or excluded according to the quota and the economic ratio as every year the economic status goes on changing some become richer and some poorer because of economic changes as per the individual cases. The minister asked the members to submit a report of their constituencies after which it will be found where wrong inclusions have been made and the deserving families have been left out. He said that firstly there was a scheme introduced by the government of India in 1999 which was later amended in 2005/06. He confessed that there some mistakes in the inclusions. In a written reply the Minister said that there are three centrally sponsored schemes, BPL, Antodaya Anna Yojana and Annapurna launched in the state under TPDS under which 7.46 lakh families are benefited in the state. Poor and vulnerable sections of the society such as slum dwellers in urban areas, landless agricultural labourers, marginal farmers, rural artisans/ craftsmen like porters, drapers, weavers, blacksmiths, and carpenters in rural areas are eligible for BPL category, added the Minister As per the census of Consumer Affairs and Public distribution department (CAPD), the number of BPL families in the state was not more than 4.8 lakh. The legislators also pointed out that there were discrepancies in the list of BPL families with the Rural Development department and the Consumer Affairs and Public Distribution (CAPD) department’s numbers not matching about the number of families in the BPL category. However when the government said that it has constituted a committee to review the list of BPL families in the state, members who were not satisfied raised a noise and later staged walkout. Both the Panthers Party members and the BJP members staged a walkout over the issue.
