| 90% local absorption mandatory in industries: Slathia | | | Early Times Report Jammu, Mar 6: The Minister for Industries & Commerce, Mr. S. S. Slathia today informed the House that incentive under the State Industrial Policy is available only to such industrial units which employ at least 90 per cent of their work force from among permanent residents of the State in their units. Replying to a question raised by Mr. Charanjeet Singh, the Minister said that as per the standing Government Orders, all incentives to industrial units under the State Industrial Policy, 2004 are subject to fulfillment of the condition of employment of locals as defined above. He said that 40, 506 locals have been engaged by the industrial units in the State. Elaborating on time-frame prescribed for achieving 90 per cent local employment by industrial units, the Minister said that units starting their production from February 1, 2004 to June 30, 2005 are supposed to have achieved the target of 90 per cent local employment by ending December 2008. Similarly, industrial units having gone into trial are commercial after June 30, 2005 are supposed to employ 50 per cent locals within first nine months of going into trial or commercial production, whileas 70 per cent within 30 months of going into trial or commercial production and 90 per cent within 42 months of going into trial are commercial production in this regard. However, the implementation of the Government Order has been stayed presently due to the High Court orders in the matter titled Bari-Brahmana Industrial Association V/S State & Others. Mr. Slathia clarified that the percentage of skilled and un-skilled employees is generally 10 per cent skilled and 90 per cent un-skilled among the locals and 90 per cent and 10 per cent managerial among the non-locals. The Minister said that as per provisions of the State Industrial Policy 2004, no incentive is being provided to those units violating the conditions laid under the policy. He said that the job oriented training is being imparted in various Industrial Training Institutes all over the State and by the Entrepreneur Development Institute.
