| Hill Council for Rajouri Poonch | | Despite House Consensus crucial bill calls in assembly | | Early Times Report JAMMU, MARCH 07– Despite a near total consensus between treasury and opposition benches the speakers of legislative assembly rejected a private members bill seeking hill development council for Rajouri Poonch regions. The bill moved by MLA Darhal Ch. Zulfiak R Ali had got an across the vote support from ruling party and opoosition members. Aftyer an inspiring discussion the speaker put the bill to voice vote when more then 40 members apparently said yes but the speaker rejected the bill this caused a pendimonium in the house.
Earlier, The Minister for Finance, Law & Parliamentary Affairs, Mr. A. R. Rather said that District Development Boards and Panchayats were of primary importance to ensure equitable development and allocation of funds, adding that this was imperative to address the apprehension and perception of disparity among the people in various regions of the State.
Replying on the discussion on a Private Member’s Resolution moved by Ch. Zulfikar Ali, regarding grant of Hill Development Council status to Rajouri- Poonch region on the analogy of Leh and Kargil districts in the Legislative Assembly today, Mr. Rather said that the perception of disparity needs to be addressed. He said Government has already constituted State Finance Commission to recommend measures for ensuring equitable distribution of resources between different regions and sub-regions, which has been given another one year’s extension to complete its work.
Mr. Rather said there are some areas in the State which are economically and socially backward but the issue needs to be tackled in a holistic manner. He said Hill Development Council status was granted to Leh and Kargil due to its geographically disadvantageous location and this experiment has been very successful. He said demand of Hill Development Council is emanating from various other areas also, which include Doda-Kishtwar, Poonch, Rajouri, Kupwara etc. but each and every part cannot be given this status and holistic decision in this regard needs to be taken. He assured the House that District development Board’s will be strengthened and empowered so that they become tools for speedy development of the State.
Despite assurances from the Minister, the Member pressed voting on the Resolution but was rejected. The Amendment put forth by Mir-Saifullah in this regard was also voted out by the House.
Those who spoke on the Resolution included Mir Saifulah, Ch. Rafiq Hussain Khan, Dr. Manohar lal, Mr. Shabir Ahmad, Mr. Abdul Gani Malik, Prof. Chaman lal Gupta, Mr. Nizam-ud-Din Bhat. Mr. Nazir Gurezi, Mr. A.R. Sheikh, Mr. G.M. Saroori, Mr. Eijaz Ahmad Khan, Mr. Abdul Majid Wani and Mr. Muzaffar Hussain Baig.
