Controversial Inter-district recruitment ban Bill goes to Joint Select Committee, 8 others passed

Jammu, March 9: Owing to stiff pressure from opposition, within the ruling coalition and a wide spectrum of civil society, the government today preferred to the Joint Select Committee of legislature the Bill to ban inter-district recruitments.
Ever since its introduction in the Legislative Assembly on February 27 there was a huge public outcry on the repercussions of banning inter-district recruitments in government services.
After arguments of members from both treasury and opposition benches the Bill to provide for equitable opportunities of employment in the Civil Services in the State keeping in view its complete socio-economical and geographical, topographical, linguistic, security concerns and matter connected there with and incidental there to (L.A. Bill No. 1 of 2009)” was referred to Joint Select Committee of the Legislature.
Meanwhile, Minister for Finance, Planning, Law and Parliamentary Affairs, Mr. A. R. Rather, Minister for Industries and Commerce, Labour and Employment, Mr. S. S. Slathia and Minister for Tourism and Culture Mr. Nawang Rigzin Jora today introduced 9 different Bills in the Legislative Assembly.
These Bills include “A Bill to provide for better management, protection, administration and governance of Kashmiri Hindu Shrines and Religious places in the State for matters connected herewith or incidental thereto (L.A. Bill No. 11 of 2009)”,
“A Bill to provide for equitable opportunities of employment in the civil services in the State keeping in view its complex socio-economical and geographical/topographical/linguistic/security concerns and matters connected therewith and incidental thereto (L.A. Bill No. 1 of 2009)”,
“A Bill to amend the Code of Civil Procedure, Samvat 1977 and the Limitation Act, Samvat, 1995 (L.A. Bill No. 2 of 2009)”,
“A Bill to amend the Jammu and Kashmir Reservation Act, 2004 (L.A. Bill No. 3 of 2009)”,
“A Bill to amend the Jammu and Kashmir State Electricity Regulatory Commission Act, 2000 (L.A. Bill No. 4 of 2009)”,
“The Constitution of Jammu and Kashmir (Thirty-Fourth Amendment) Bill, 2009 (L.A. Bill No. 5 of 2009)”,
“A Bill to amend the Jammu and Kashmir Value Added Tax Act, 2005, the Jammu and Kashmir General Sales Tax Act, 1962, the Jammu and Kashmir Entry Tax on Goods Act, 2000, the Stamps Act, Samvat 1977 and the Jammu and Kashmir Motor Spirit and Diesel oil (Taxation of Sales) Act, Samvat 2005 ((L.A. Bill No. 6 of 2009)”,
“A Bill to provide for setting out the regime of Right to Information for the people of the State to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a State Information Commission and for matters connected therewith or incidental thereto (L.A. Bill No. 9 of 2009) and
“A Bill to amend the Jammu and Kashmir Societies Registration Act, Samvat 1998 (L.A. Bill No. 10 of 2009)”.
Explaining the objectives of L.A. Bill No. 11 of 2009, the Law Minister said that the Bill has been framed to protect the religious places of Kashmiri Hindus in the State and ensure their better management. He said the Bill provides for survey of Kashmiri Hindu Shrines in the Valley, publication of their properties in the Government Gazette, constitution and composition of the Government Board, powers and duties of the said Board, constitution of Management Committee in every district and their powers and functions etc.
By enactment of the proposed law, the ancient shrines, religious and historic places of Kashmiri Hindus shall be protected, Mr. Rather added.
The Law Minister gave a detailed account of the objectives and aims of the L. A. Bill No. 2, 3, 5, 6, and 9 of 2009.
Slathia, while explaining the objectives of the L. A. Bill No. 10 of 2009, said that it is aimed to ensure that the Registrar of Societies is appointed by the Government. The amendment was required and accordingly the Jammu and Kashmir Societies Registration (Amendment and Violation) Ordinance, 2008 bearing Ordinance No. 11 of 2008 dated March 5, 2008 was issued, when the State Legislature was not in Session, the Minister added.
Jora, favouring the introduction of L. A. Bill No. 4 of 2009 to amend the Jammu and Kashmir State Electricity Regulatory Commission Act in the House, said this has become imperative for regulating the power scenario in the State.
Those who had brought amendments on some Bills included Mr. Mir Saifullah, Mr. Rafiq Hussain Khan, Harsh Dev Singh, Choudhary Zulfikar Ali and Prof. Chaman Lal Gupta.
Discussions on the Bills were held in the House in which various Members from both Treasury and Opposition benches took part and put forth their views. The Bills were later passed with voice vote.
