| CAG slams Small Scale Industries Development Corp | | | Early Times Report Jammu, Mar12- The latest report of the Comptroller and Auditor General of India has slammed Jammu and Kashmir Small Scale Industries Development Corporation Limited for failing to develop Industrial estates at Govindsar and Zakura due to lack of sustained efforts and coordination with the state revenue department. The CAG has stated in the report tabled before the state assembly that government of India approved establishment of an Integrated Infrastructural Development Centre at the Industrial estate, Govindsar on 580 kanals of land at an estimated cost of Rs 6.64 crore. The cost of the IID was to be shared between the state and the central governments. The centre, slated for completion within 18 months, envisage establishment of 160 SSI units. Audit scrutiny revealed that the company received (March –May 2006) and March 2008, Rupees 3 crore from the state government, Rs 1 crore and GOI Rs 2 crore, but the centre was not established till September 2008 due to non-availability of the land needed for the purpose. The Management stated in January 2008 that due to delay in the acquisition proceedings by the revenue authorities, the land in question was belatedly transferred to the company in November 2007.According to CAG report the company had never taken up the matter with the revenue authorities for early transfer of land. This indicated lack of sustained efforts and coordination on the part of the company with the state revenue department for early transfer of land. The CAG report has further gone on to state that even after the transfer of land there was no significant development towards establishment of the centre and the company spent only Rs 67.41 lakh as of September 2008 on survey, Rs 8. 44 lakh advances to the state power development department for electrification (50lakh) and Rs 8.97 lakh for purchase of vehicle (not provided in the project report .The unspent amount of Rs 2. 45 crore was kept idle in fixed deposits thereby delaying the objective of the establishment of IID. The report said the company spent Rs 4.58 crore (69 per cent) out of Rs 6.65 crore received between 2003-4 and 2007-08. “Underutilization of funds hampered implementation of various projects like providing infrastructural facilities to the SSI units at the Industrial estates viz Govindsar and Udhamour, modernization of testing centres etc”.
