| VOJ Booked the Director Floriculture, SE PHE in purchase Scam and AE in disproportionate assets case | | |
Jammu, September, 20:- Vigilance Organization at Jammu today in a joint surprise check which was conducted in purchase scam in which Mr. Kulbuhusan Kumar Sharma the then Director Floricultures and others allegedly involved in purchase of machinery equipment in the 2004/2005 on exorbitant rates.
During the joint surprise check was conducted by VOJ reveals that during November- December 2004 a criminal conspiracy was hatched by then Director Floricultural and other members of Purchase Committee with the Proprietors of M/S Swastik enterprises Muthi, Mr. Pawan Suri and Mr. Rahul Mahajan of M/S Durga Seeds sector 26 Chandigrah to purchase the machinery at higher rates. The then director and others purchased machinery items and others items at highly exorbitant rates of Rs more than 40, 95,000/- as per verification, the cost of point of the original distributors for such purchase is Rs more than 23, 91, 000/- and after liberally allowing freight charges taxes etc a huge loss has been caused to the state exchequer. The joint surprised check also revealed that accused members of the purchase committee ad knowledge that these equipments could have been purchased at lower price as such a price list had been furnished to the committee by original distributor. This vital information was deliberately ignored by the members and such exorbitant prize quoted by the supply firms was accepted dishonestly and a case u/s 5(2) PC ACT r/w section 120-B RPC registered.
In another case of purchase worth Rs 20 Laces in which the then SE Hydraulic circle DODA, Sayed Muzaffar Hussain Shah and others are allegedly involved. According to the case pursuant to a complaint in which it has been alleged that the SE Hydraulic circle Doda has placed of orders worth Rs 20, laces with fake firms, a joint surprise check was conducted during the check the accused the then SE Hydraulic had placed orders of stores pipes and other items with 11 firms of DODA and kishtwar town for Rs more than 14 laces for PHE engineering divisions of Doda and Kishtwar for the year 2003-2004.
During the verification of the record it has revealed that the then SE invited quotations but this quotation inviting notice was never made public as it never appeared in any newspaper. It was falsely shown that the said notice has sent to the Director Information for issuance through media. At the same time the accused SE has placed supply order with 11 firms allowing them to supply different items. It also surfaced that many of these firms are non-existent and others which exist do not dealing with pipe fittings and the supply items as such a case against the then SE and others registered.
In another case of the VO registered a case against Ashwani Kumar Assistant Engineer M&RE Division Poonch, the Vigilance organization on information has started investigation against Ashwani originally from Poonch presently residing Trikuta Nagar Jammu working as Assitant Engineer M&RE Division Poonch, has by way of indulging in corrupt practices and Benami transaction owned huge wealth which is for beyond his known source of income secret enquiry was conducted, which reveals that Ashwani Kumar has raised and acquired the assets like a land and house in Poonch Town, a two storey luxurious house at Plot measuring 40/80 in Sector 5 Trikuta Nagar Jammu a plot of land measuring 40/80 in Sector 5 Trikuta Nagar adjacent to the house. A three storey hotel under the name Pine View in a piece of land measuring 3 kanals and 14 marlas acquired in the name of his wife at Kud. A santro car and two wheeler, investment in movable items such as gold jwellary, bank deposits. A case as been registered and investigation is going on. JNF |
