JAMMU, MARCH 12 - The Deputy Chairman, Legislative Council, S. Arvinder Singh Micky on Thursday adjourned the Upper House sine-die, that met for Budget Session 2009 on February 25. The Deputy Chairman thanked the administration for extending its cooperation in conducting the business. He appreciated the Government for coming up with detailed replies to the queries raised by the Members during the Session. He also extended thanks to Press, Doordarshan, Information and Radio for exhaustive coverage of the business conducted during the session. Earlier, Minister for Finance, Law and Parliamentary Affairs, Mr. Abdul Rahim Rather said despite the Upper House having limited powers over financial matters, it cooperated in the consideration of the Bills passed by the Lower House. He said that Members across the House highlighted the public issues. He also elaborated the aims and objectives of the Bills considered and returned by the Upper House. The Minister appreciated the newly-elected legislators for raising the problems confronting the people with great confidence and stressed that the young Members selected could have an effective role to play in the House. Referring to the Right to Information Act, Mr. Rather said this historical and exemplary Act would help in ensuring more transparency and accountability in the administration and provide the citizens easy access to the policies of the Government. Rather, referring to LA Bill No.1 of 2009 providing for equitable opportunities of employment in the civil services in the State keeping in view its complex socio-economical, geographical and topographical, linguistic, security concerns and other matters, said that it has already been referred to Joint select Committee in which five members of the Upper House have also been nominated.
