| MORE TROOPS, MORE HUMAN RIGHTS VIOLATION: APHC | | | Srinaagr,July 13 : Stressing that step up in militant violence in Kashmir in recent days should not force the Government of India to reject their demand of de-militarisation, Hurriyat leaders today expressed hope that such a step would put pressure on militants and further alienate those indulging in senseless killing. A senior APHC leader,Prof. Abdul Gani Bhat told Kashmir Independent Press, "we are not in favour any bloodshed,whether carried out by militants or by the security forces." Admitting that the level of violence has gone up in recent months,he said,"it should not force the Government to reject our demand for demilitarisation." He said "once the the strength of troops was reduced it would automatically build pressure on militants to avoid attacking soft targets." The APHC leader said "our demand for demilitarisation is linked to India-Pakistan relations which were being smoothened with series of confidence building measures." He said "bigger the deployment of troops within the state larger are the chances for human rights violations."He added "you need not have six lakh or 10 lakh security personnel when the Army Chief,Gen. J.J.Singh,has said that between 1500 and 1600 militants were operating in Jammu and Kashmir." Prof. Bhat stated that "even gradual or phased withdrawal of troops could encourage those who matter to persuade gun weilding youths to cease fire."And this process could be further facilitated if Delhi adopted sincere and flexible approach in taking the trilateral dialogue to its logical conclusion. He denied the charge that the APHC leadership had started demanding demilitarisation after the Hurriyat leaders felt slighted by having ignored by Delhi which has not resumed the talks with the conglomerate leaders. "we had raised the demilitarisation demand during our two meetings with Prime Minister,Dr Manmohan Singh.It is our genuine demand and the Government could accept it on an experimental basis." However,President,state unit of the BJP,Dr Nirmal Singh,said "the Government should never accept the demand for demilitarisation." He said "the question of reducing the strength of troops in Jammu and Kashmir is unimaginble when militants continue to strike at their will." He said the demand could be considered only when militants announce unilateral ceasefire and Pakistan stops aiding infiltration and the arms training camps on its soil |
