Govt sets panel to monitor rights issues

Jammu, March 16: In a bid to improve the human rights situation in the state, the J-K Government has constituted a high-level committee to review the recommendations of the State Human Rights Commission.
The one-member committee, entrusted with taking action on the recommendations of the SHRC, has been set up by the state's Home Department and is headed by the Financial Commissioner, Home.
The Government has come in for sustained criticism from the SHRC for ignoring its recommendations. Since its inception in 2000, the Commission has forwarded 973 recommendations to the state government of which action has been taken in merely 447 cases. The Commission's annual reports point out that its recommendations are being treated like 'routine papers'.
According to sources, the government has failed to implement the recommendations of the Commission even though under Section 12 of the Jammu and Kashmir Protection of Human Rights Act, 1997 it is mandatory for the state government to initiate action on the report of the Commission within a period of four weeks from its receipt and intimate the Commission about the action taken.
Financial Commissioner Home, Samuel Varghese, however, refused to comment on the matter. Meanwhile, sources revealed said that it was the Home Department itself which had been dragging its feet over the Commission's recommendations since it was the Departments brief to forward the compensation cases to the respective deputy commissioners for action.
"The action which is being taken by the government is also to be brought to the notice of the state legislature as, besides the annual reports, the government also has to table the action taken reports before the Assembly. Action has to be taken by the Home department as it is the administrative department of the Commission," sources add.
