JAMMU, July 11: Hotel & Restaurant Association Katra (HRAK) President Rakesh Wazir calls on Divisional Commissioner, Jammu Ramesh Kumar and apprised him that Ban Toll Plaza has become the hub of irregularities and once again a free for all situation has arisen overthere wherein keeping aside all the previous orders, letters, guidelines issued from time to time by Deputy Commissioners, Project Directors and other Authorities wherein clearly areas falling within 20 km distance for issuing of local passes is prescribed and which is there in records as well and on the basis of those, passes were being issued to the locals including areas of Katra and around, are stopped on regular occasions on one pretext or the other by Ban Toll Plaza contractor and similar type of illegal practice has started once again over there and local passes are being denied to the people on one pretext or the other.
Wazir while speaking on occasion said that big question which arises over here is this that when NHAI initially asked Deputy Commissioners of concerned areas to give the names of areas falling within 20 km and the concerned Deputy Commissioners gave the list of those areas to NHAI and on the basis of that the passes were issued to the local people and this practice is going on from last more than 8 years, now how the Toll contractor can deny issuing passes to these locals when neither the location of those areas nor the Toll Plaza has changed.
He said that in whole India the department of Revenue remains the only Authority to describe the areas and that is why Deputy Commissioners were asked from time to time for doing that job by NHAI and few months back also the Toll Contractor stopped issuing those passes and were started with the intervention of the Divisional Commissioner, Jammu and again now he is creating problems for the locals of the areas and is over charging from the people merely on the basis of muscle power and said that if this is not stopped immediately it will lead to major law and order problem over there.
Wazir also raised the issue of the Tarakot Marg with him and said that it would bypass Katra and said that though Railways too have raised concern with regard to its making through their land and now it should be ensured that it be not made by whatever alignment/way.
Ramesh Kumar listened Mr. Wazir patiently and assured that matter of local passes would be resolved shortly and as for as other matters are concerned, he promised giving of sympathetic consideration to each and every point.
