Proposals for enhancing support to Scheduled Caste Communities

JAMMU, July 23: The income criteria to make Scheduled Caste students eligible to get Pre-Metric and Post-Metric Scholarship needs upward revision as the present ceiling of Rs 2.50 Lacs per Annum (Rs 20,833/- per month) is too low. Thus majority of the students are deprived of scholarship facility and so aim of Universalisation of education gets defeated. Relook is also required to include all educational Institutions, PRIVATE or GOVERNMENT for availing of this basic facility. Due to this lacuna less attendance in schools and large fall out, particularly in rural areas is proving great hindrance in universalisation of education. To pay Private schools fees has been felt beyond the reach of poor parents, so the young boys and Girls remain illiterate. So, every SC student need be given Pre-Metric & Post Matric Scholarship irrespective of parental Income of students. 2. The recruitment of the SC candidates in services and their subsequent promotions as per the ROSTER Point system of the Reservation Rules in vogue need be followed strictly. ACCOUNTABILITY of defaulting government officers/officials need be fixed and monitored at the level of the Chief Secretary. By doing so lot of money, mental torture and time will be saved from the avoidable litigations in service matters. 3. Removal of Discrimination in declaring allotees of Evacuee properties (Land & Buildings) between Local Allottees and Displaced (Refugees) persons. The Locals need be declared OWNERS of the allotted properties including land like Refugees. During 1947 disturbances, the local persons residing near the International Border or the line called the Line of Control, vacated the unsafe areas. Their homes and hearths were burnt down by Pak raiders Their animal wealth along with matured Kharif crops, their cash and ornaments were looted. Many local persons were murdered. From 1947 to 1952, those locals had nothing to support except manual labour in distant places. Many migrated to neighbouring states of Punjab and Himachal. Majority of the locals ran away deep into Kandi and Hilly areas for safety. No government aid for rehabilitation was provided to locals, whereas Displaced persons (Refugees) were taken into government run Rehabilitation Camps. The locals started returning back to their old villages, which were still under threat of Pak night looters. Government provided 303 rifles to Locals to fight Pakistan looter. The locals clubbed a number of villages population at one place, duly fortified the village boundaries reinforced with night guarding, so started living in reed huts. They started cultivating barren lands full of thorny bushes, reed grasses and trees grown over the years, which they had left as agriculture rich lands, years back. They also re-developed with great difficulties the land left over by Muslim, who migrants, to Pakistan. From the Government run Refugee camps, the Refugees were shifted to border areas and were given lands made worth cultivation by locals, many of whom were land less farmers belonging to Scheduled Caste. Many revenue court litigations also were faced by the Local Scheduled Caste allottees on account of allotted lands disputes. Under the provision of the Government order No LB-7/C of 1958, the government allotted Evacuees land to the Displaced Persons (Refugees), which had been made agriculture worthy by Locals, mostly from the Scheduled Castes. Again, the J&K Government Revenue Department issued order NoLB-5 of 1959 dated 18 May,959, where in the Revenue -Minister directed that the Provisions of Government Order LB-7/C of 1958 shall also be applicable to the Local Persons about the Evacuees property. Whereas all the Displaced Persons (Refugees) have got the OCCUPANCY Rights of the Evacuee Property under their Occupation under the provisions of the Section 3A of the Agrarian Reforms Act 1976.Displaced persons have full rights to alienate the said property for Bonafede use. But unfortunately, the LOCAL -ALLOTEES remained only allottees, who cannot alienate, mortgage, the property nor can transfer to another person.
