Jammu, Mar 19- Senior BJP leader and MLA Prof Chaman Lal Gupta has urged upon the Chief Election Commissioner not to allow the state government to implement its proposal of nomination of eight members to the state legislative council till the model code of conduct was in force. In a communication addressed to the CEO and copy thereof to the state Governor, Prof Gupta has said that the Congress-NC alliance has moved a proposal to nominated eight persons to the legislative council. He said some of these persons are the defeated candidates in the just concluded assembly election. He said the state constitution envisages nomination of eight members by the Governor and not more than three of which shall be persons belonging to any of the socially or economically backward classes in the state and others shall be persons having knowledge or practical experience in respect of matter such as literature, science, art, cooperative movement and social services. He said since the model code of conduct is in force no ruling party could fill any seat of MLCs or nominate any person and as such you are requested to look into the matter personally and ensure that this proposal should not be implemented till the model code of conduct is enforced in the state and at the same time the constitutional obligations are fulfilled, the communication added.
