| Seminar on “SHARED WATERS - SHARED OPPORTUNITIES” held | | | Early Times Report Jammu , March 21 The Institution of Engineers (India), Jammu Local Centre celebrated World Water Day at its Institutional Complex, Channi Himmat, Jammu. A seminar was organised on this occasion on the theme topic “SHARED WATERS - SHARED OPPORTUNITIES” which was chaired by Er. V. K. Abrol, Chief Engineer, Public Health Engineering Department, J&K Govt., Jammu and presided over by Er. B.B. Gupta, FIE; Chairman of Jammu Centre. A large number of engineers from various departments and organisations attended the seminar. At the outset, Er. Anil Verma, Secretary of the institution welcomed the Chairperson for the technical session and the audience. Then technical papers were presented on the theme topic by Er. Santokh Singh, FIE; Er. P.K. Nanda, MIE; Er. Balbir Singh, MIE; Er. Rabinder Shekher, MIE; Er. S.C. Thukral, MIE; Er. S.K. Pandita, MIE and Er. B.L. Rawal, MIE. All the speakers deliberated on the theme topic with special focus on sharing of opportunities by sharing of transboundary waters. It was discussed that a third of the total 263 Nos. International river basins in the world are shared by more than two countries and there are problems in water sharing among them in one way or the other. Since water crosses all political boundaries, it becomes imperative for all nations to utilise the waters judiciously and amicably. It was advocated to have a “Joint River Basin Commission of Technocrats” for exploring new solutions in the interest of the countries involved. Further, “A Tribunal” well versed with international water law and management was also advocated whose decisions will be binding for the nations disputing sharing of waters. Co-operative partnerships to protect shared water resources and to provide equitable access for all was also emphasised during the seminar. Er. V. K. Abrol, Chairperson for the technical session appreciated the efforts put forth by all the speakers. He stressed that there should be rational distribution of water because our himalayan region is also a victim of rising global warming. He also asked the people at helm, stakeholders and policymakers to adopt construction of check dams and adopting rain water harvesting. Er. Anil Verma, Honorary Secretary of Jammu Centre conducted the proceedings of the function. He said that good management of shared waters by nations can be a harbinger of peace among them especially in South-Asia. He also thanked the august gathering for their participation while delivering the vote of thanks.
