Early Times Report JAMMU, Sept 12: The Jammu Kashmir Sharnarthi Action Committee (JKSAC), District Poonch unit, has voiced strong opposition to the recent order issued on August 16, 2024, which grants displaced persons (DPs) from Pakistan-Occupied Jammu and Kashmir (POJK) proprietary rights over allotted evacuee lands. The meeting highlighted concerns over the order, which was compared to the earlier 1965 order that granted DPs rights over state land. The committee expressed confusion regarding whether the previous concessions granted under Section 3A of the Agrarian Reform Act, 1976, would remain intact under the new order. JKSAC leaders, including retired Principal Tarlok Singh Tara and Captain Ashok Sharma, criticized the government for issuing the order hastily, without fully considering the DPs' long-standing issues. They claimed that many DPs have yet to receive possession of their allotted lands, despite legal provisions, and face challenges with cultivating land located far from their residences. The JKSAC believes the new order contradicts the government's previous stance, which had refused similar demands for proprietary rights, citing constitutional concerns regarding POJK. This sudden change, they argue, ignores the DPs' decades-old struggles for rightful possession and cultivation.
