JAMMU, Sept 12: In a significant move to bolster youth engagement and national spirit, Wing Commander MM Joshi (Retd), National Commissioner of Scouts & Guides, recently engaged in a productive dialogue with the General Officer Commanding (GOC) of the Tiger Division.
