| CS reviews NBCC projects | | | EARLY TIMES REPORT JAMMU, MARCH 24 – Chief Secretary, Mr. S. S. Kapur today expressed serious concern over unnecessary delay by executing agencies in completion of development projects. He sought progress reports from these agencies by tomorrow, so that action is initiated against the erring agencies. Kapur was reviewing the implementation of National Building Construction Corporation (NBCC) works at a high-level meeting here today. Commissioner/Secretary, Higher Education, Mr. N. K. Verma, Commissioner/Secretary, Housing and Urban Development Department, Mrs. Naseema Lankar, Divisional Commissioner, Jammu, Dr. Pawan Kotwal, Chief Engineer, UEED, Mr. Aswhani Kumar Sharma, Director, Colleges, Mr. N. D. Wani, and Senior General Managers, NBCC attended the meeting. The Chief Secretary said modalities should be evolved for expediting the work on different degree colleges taken up by NBCC and asked the concerned authorities to avoid delay in release of payments at the earliest. He asked the Divisional Commissioner to personally take up the matter of certain hurdles raised on the construction of Samba Degree College and come up with a solution. Kapur was informed that the work on Degree College, Budgam is in final stage and the college building would be handed over to the Higher Education Department by March 31 this year. He made it clear that land acquisition, construction hurdles and law-and-order issues created while executing the projects need to be tackled as per the MoU signed between the J&K Government and NBCC and asked the executing agencies to complete works well in time before any lapse.
As regards the construction of Degree Colleges at Beerwah and Basohli, the Chief Secretary was informed that these would be completed by July and August this year respectively. Fresh tenders would be floated for construction of Mendhar Degree College, the work of which has been stopped due to poor performance of the concerned contractor.
Mr. Kapur urged the executing agencies to work in close coordination and synergy and sort out the issues amicably so that works are completed on time, adding better coordination would ensure that pace of work is not halted.
The Chief Secretary said the Chief Minister Mr. Omar Abdullah is interested in taking up all the projects in expeditious manner and warned that any unnecessary delay in this regard would not be tolerated.
Regarding the restoration of roads dug out for laying of pipes in the city of Jammu, he said a Committee will be constituted where the additional expenditure needed for re-carpeting the road surface would be discussed and the findings would be included in the DPR to enable good quality roads. The Chief Secretary asked the NBCC officials to make it sure that inspection of sites is done by State government wherever required.
